지방정부 재난예산의 우선순위 및 과소공급의 영향요인 분석

  • 본 연구는 재난관리예산의 의사결정에 영향을 미치는 요인들을 살펴보았다. 분석 대상은 서울시 25개 자치구이며 2009년부터 2013년까지 시계열 자료를 이용하여 패널회귀 분석을 실시하였다. 분석 결과, 정치사회적 환경 및 조직 내적 특성을 고려하지 않고 재난에 대한 수요만을 반영한 통제모형에서는 재난예산의 우선순위 설정에 재난에 대한 수요가 반영되는 것으로 확인되었다. 그러나 정치사회적 환경 및 조직 내적특성을 고려한 종합모형에서는 재난에 대한 수요가 재난예산의 우선순위 설정에 반영되지 않는 흥미로운 결과가 도출되었다. 즉, 종합모형에서 재난에 대한 수요는 재난예산의 우선순위 설정에 통계적으로 유의미한 영향을 주지 않는 것으로 나타났고 이 결과는 재난이 지방정부 수준에서 실제적으로 학습되지 않음을 보여주는 것이다. 한편, 정치사회적 환경 변수와 조직 내적특성의 변수는 통계적으로 그 유의미성이 높게 나타났다. 이는 재난예산의 결정에 있어서 재난의 경험보다는 조직을 둘러싸고 있는 정치 사회적 환경 및 조직의 특성이 더 중요함을 의미한다. 연구 결과는 현실에서 재난예산의 우선순위가 왜 낮게 나타나는지, 그리고 재난은 왜 정부에 학습되지 않는지를 통계적으로 보여준다. 본 연구는 재난예산의 배분에 대한 의사결정을 통계적으로 검정하고 이를 설명해냈다는 측면에서 그 의의가 있으며 선행연구에서 이론적으로 지적한 재난관리 서비스의 과소공급 가능성을 간접적으로나마 입증하였다. 또한 재난 예산 관련 의사결정에 있어서 보다 과학적이고 분석적인 접근을 통해 정책적으로 재난에 대비하기 위한 함의를 제공할 수 있다는 점에서 의의를 찾아볼 수 있다 (xsd:string)
