| dcterms:abstract | - 1963년 12월 17일 박정희 국가재건최고회의 의장의 대통령 취임과 제3공화국 탄생, 제6대 국회 출범이라는 대한민국 헌정사에 중요한 사건에 초점을 맞추고 있다. 새무엘 버거 미국대사는 대통령으로 당선된 박정희에게 축하 인사를 하였고 선거가 역사적이었다고 칭찬을 한 뒤에 대한원조 등 향후 한미관계와 대내적 문제를 논의하였다. 이보다 3일 전에는 정치계에 복귀한 김종필이 대사를 찾아와 이전에 미국과의 긴밀한 협의가 되지 않았던 것은 실수이며, 앞으로는 그런 일이 발생하지 않도록 힘껏 노력하겠다고 약속하였다. 버거 대사는 자신과 직접 소통하겠다는 것이 그의 방문 의도이지만 적당히 거리를 두겠다고 보고하였다. 제3공화국 첫 국무총리는 백두진, 장기영, 임병직, 이용희, 양유찬, 김상협, 최두선, 곽상훈 등이 물망에 올랐는데 박정희는 백두진을 점찍고 있었으나 김종필 등의 영향으로 최두선이 최종 임명됐다. 또한 국회의장에는 이효상, 부의장에는 장경순(공화당 몫)과 나용균(야당 몫)이 선출되었고 상임위원회도 구성되었다. 민주공화당 원내총무에는 김용태, 부총무에는 최지환과 예춘호가 뽑혔다. 한편 박정희는 취임을 앞두고 기결수 등 2만 명을 석방하였으나 북한 공작원 황태성은 12월 14일 사형을 집행하였다 (xsd:string)
