TheDepartment for the Regulation and Control of Magical Creatures,[2] or sometimes known as theDepartment of Magical Creature Regulation,[3] was the second largest department in theBritish Ministry of Magic. It was divided into three divisions named after the three categorisations of magical creatures:Being,Beast, andSpirit.[2] It also housed the liaison offices forGoblins andCentaurs.

After leavingHogwarts School of Witchcraft and Wizardry,Hermione Granger briefly worked in this department before transferring to theDepartment of Magical Law Enforcement.

Location[]

The Department for the Regulation and Control of Magical Creatures was located on the fourth level of theMinistry of Magic, and housed many offices and divisions. The Department consists of three divisions: the Beast Division, the Being Division, and the Spirit Division.[2]

Functions[]

In1750, Clause 73 was inserted in the International Code of Wizarding Secrecy, which stated:Each wizarding governing body will be responsible for the concealment, care, and control of all magical beasts, beings, and spirits dwelling within its territory's borders. Should any such creature cause harm to, or draw the notice of, theMuggle community, that nation's wizarding governing body will be subject to discipline by the International Confederation of Wizards.[2]

Because of this, the Department for the Regulation and Control of Magical Creatures worked very hard to hide the magical creatures living in Britain. They did this by establishing safe habitats, guarded byMuggle-Repelling Charms and other magical means. Some areas were patrolled and guarded by wizards (e.g. dragon reservations). The department also strictly controlled the breeding and sale of magical creatures and required that wizards usedDisillusionment Charms to conceal creatures that they owned.[2]

When a magical creature was seen byMuggles, various methods were used to cover up the incident, including:Memory Charms cast byObliviators, spells cast by theInvisibility Task Force,[4] and alibis and non-magical explanations concocted by theOffice of Misinformation.[2][5] This department issued licences for the ownership ofcrups,fwoopers,fire crabs, andkneazles.[2]

History[]

Werewolves were shunted between theBeast andBeing Divisions of the Department for the Regulation and Control of Magical Creatures for years, because nobody could make up their minds whether werewolves should be classified as Being or Beast. At one point, theWerewolf Registry andWerewolf Capture Unit were both in the Beast Division, while an office forWerewolf Support Services was established in the Being Division. Nobody ever presented themselves for Support Services, for the same reasons that very few ever signed the Registry, and it was eventually closed down.[2]

Law Fifteen “B," passed by the Department for the Regulation and Control of Magical Creatures, stated in part that “any attack by a magical creature who is deemed to have near-human intelligence, and therefore considered responsible for its actions–” butDolores Umbridge could not finish reciting this law to the Centaurs she was insulting, becauseMagorian cut her off.[6]

Another rule of the department required that theMinister for Magic inform the MugglePrime Minister when dangerous magical creatures were to be brought intoBritain. Prior to theTriwizard Tournament,Fudge blithely informed hiscounterpart that they would be importing threedragons and asphinx.[5]

Goblins were none too pleased with the way they were treated by this Department.[4] A special squad sent out by this Department captured and killed the rampaging, murderousvampire SirHerbert Varney in 1889 in London.[7] The Spirit Division handledOlive Hornby's complaint about Moaning Myrtle haunting her.[8]

During the1990–1991 school year,seventh-year Hogwarts studentsJacob's sibling,Barnaby Lee,Charlie Weasley, andLiz Tuttle performed assignments for the Beast Division during their participation in theMinistry of Magic student programme.[3] After leaving Hogwarts in1998,Hermione Granger spent some years working in this Department, "where she was instrumental in greatly improving life forhouse-elves and their ilk".

In1998, during theBattle at the Ministry, a fierce duel caused thebeast containment in the department to break. Dozens of magicalcreatures escaped into the Ministry halls —Occamies,Augureys, twoAcromantulas, a youngRunespoor, aLeucrotta, anda Erumpent.[9]

During theCalamity in the late2010s or early2020s, this Department released its annual edition of rules and regulations regarding the care and control of magical creatures. These regulations were read by aCalamity Investigator working for theStatute of Secrecy Task Force, who, while finding reading them torture, did increase their chances of returningCare of Magical Creatures-focusedTraces.[10]

Divisions[]

Beast Division[]

The Beast Division was one of three divisions under the control of the department. It dealt with all duties and problems concerning those magical creatures classified as a "Beast" by the Ministry. This division included: the Centaur Liaison Office,Committee for the Disposal of Dangerous Creatures,Dragon Research and Restraint Bureau,Pest Advisory Board,Werewolf Capture Unit, theWerewolf Registry, and theGhoul Task Force.[2]

TheCentaur Liaison Office was the section of the department dealing with relations between wizards andcentaurs. Since its inception, no centaur had even used the Office. In the Ministry, the phrase "being sent to the Centaur Office" was an in-joke meaning that the employee in question was about to be sacked.

The Pest Advisory Board provided assistance with seriousBundimun infestations of wizarding homes, dealt with serious infestations ofChizpurfles, took responsibility for the Ghoul Task Force (possibly), and maintained a pack of a dozen albino bloodhounds, to deal withNogtails.

Being Division[]

The Being Division was one of three divisions under the control of the this department. It dealt with all duties and problems concerning those magical creatures classified as a "Being" by the Ministry. This division included: the Goblin Liaison Office, Office of House-Elf Relocation, andWerewolf Support Services.[2]

TheGoblin Liaison Office was the section of the department which took care of the magic economy and to improve relations betweengoblins andwizards.

Spirit Division[]

The Spirit Division was one of three divisions under the control of the this department. It dealt with all duties and problems concerning those magical creatures classified as a "Spirit" by the Ministry. The reason why the Ministry created this division was because they couldn't categorise spirits as "beings" when they were in a state of "dead".

Office of Misinformation[]

The Office of Misinformation was a section of the department that became involved with only the worst magical-Muggle collisions, when an incident was so obviously magical in nature that Muggles had a hard time explaining it. In such cases, the Office of Misinformation would contact the Muggle Prime Minister to provide a non-magical explanation for the event.[2][5]

The Department for the Regulation and Control of Magical Creatures classified magical creatures on a scale from 1 (X) to 5 (XXXXX) as follows:

  • XXXXX: Known wizard killer / impossible to train or domesticate[2]
  • XXXX: Dangerous / requires specialist knowledge / skilled wizard may handle[2]
  • XXX: Competent wizards should cope[2]
  • XX: Harmless / may be domesticated[2]
  • X: Boring[2]
