Right nowtoc.observe mechanism kicks in on its own term during initialization (from thetoc.actions.root action). If there is an initial page hash (location.hash), theactiveItem might get set to a different one, which might not be the best from a ux perspective.

It might be cool to experiment with some way to delaying the observe mechanism to only kicks in on user scroll, maybe?
