Description: This PR introduces the implementation of a simple Tic Tac Toe game built with HTML, CSS, and JavaScript. The key features include:

Two-player gameplay: Players alternate between X and O.
Win and draw detection: Automatically checks for a winner or a draw after each move.
Game reset: Players can restart the game with a button that resets the board and the game state.
Responsive UI: The game is playable on desktop and mobile devices.

Changes Made:

Added HTML structure for the Tic Tac Toe grid and control buttons.
Styled the board and game elements using CSS.
