This PR attempts to implement the ideas from
https://validark.github.io/posts/interleaved-vectors-on-arm/
and
https://validark.github.io/posts/vector-compression-in-interleaved-space-on-arm/
porting the code from
simdutf/simdutf#428
However, I do not know how to defeat the C++ type system. If someone would be willing to fix the type mismatch errors for me, that would be helpful to the cause.
If someone would be willing to objdump this for me and send me the assembly, I will take a look at it and make sure it matches expectations.
