By starting the set of labels for a pull request with the currentlabels, adding as usual, and purging if configured to purge andcriteria is not met anymore, the actual set of labels can be PUT to thepull request.Fixes:release-drafter#1432Signed-off-by: Jan van den Berg <koozz@linux.com>

By starting the set of labels for a pull request with the current labels, adding as usual, and (now) purging if configured to purge and criteria is not met anymore, the actual set of labels can be PUT to the pull request.
This enables mutually exclusive labels to work well. Adding a
majorlabel to a pull request that already has aminorlabel (which is no longer matching the criteria) seems like an unwanted situation. Allowing labels to be 'purged' is basically the same as the functionality from theactions/labelerthat 'owns' labels (which allows it to remove them if the criteria isn't met anymore).Fixes:#1432
