Admin when team members step down

@editor is stepping down for the EN/ES/FR/PT team.
The following is a list of actions that need to be taken:
- Reassign any open issues assigned to @editor (@managingeditor)
- Remove from our Github organisation Jekyll (@ZoeLeBlanc)
- Remove Write access to ph_submissions (@anisa-hawes)
- Remove from ProgHist Ltd register of members (@drjwbaker)
- Remove from the Project Team pages of our website (@anisa-hawes)
- Remove Google Groups + social channels access (@anisa-hawes)
- Review service integrations (@anisa-hawes)
