Added Hand tracking Project via Media Pipe library in OpenCV And Python

Give a clear description of what modifications you have made
Added 3 files, of the project including README explaining the project.

On MY Local Machine, different test cases have been checked

I have added the Screenshots for verification in README File

Changes to be done :

Elaborate your README file there is a README template for it. You can find it up.
Add all your images used in "Images" folder
The .py file should be as "fingers_counter.py" and "hand_tracking.py"
Add appropriate comments in code to get good understanding of the project.
Also add libraries used in this project in "requirements.txt" file.
