Adds config files for Polygon and Mumbai (Polygon testnet).Also change in etherscan.py to support networks using other etherscandomain instead of `etherscan.io`.

Adds support for Polygon and Mumbai.
Also changes etherscan.py code to support custom domain (instead of
etherscan.io) for the networks.
