Is Neovim open to more runtime/compiler files? Or are these strictly from upstream vim? Was going to work on 2 compiler files, Rescript and Lilypond, but was curious if Neovim would like the work in pull requests.

Why not send them to Vim?

My general thought about compiler files: they are not well-maintained, yet they inherently require a lot of maintenance, because they track the features of build systems which change very often and are very sensitive to the numerous configurations of one's workspace/environment.

This "treadmill" nature is similar to nvim-lspconfig, so would expect them to be maintained out of core, in a plugin similar to nvim-lspconfig.
