Problem

When rotating 3D plots, the coordinate display changes to display the elev/azim/roll view angles. Something similar would be useful for zooming and panning in both 3D and 2D plots.

When panning:

• 2D: Change coordinate display to the format ofΔx = 0, Δy = 0.
• 3D: Change coordinate display to the format ofΔx = 0, Δy = 0, Δz = 0.

When zooming:

• 2D: Change coordinate display to the format ofscale X = 1, scale Y = 1.
  • May want to leave showing x/y coordinates like it does now? Zoom box to specific coordinates may be more useful than seeing the scale factor.
• 3D: Change coordinate display to the format ofscale = 1 (3D plots will always zoom with equal aspect onceAdd pan and zoom toolbar handling to 3D Axes (Replaces PR#22614) #23449 merges in).
