…arter loading of settings across version changes. Currently has placeholder behavior for the rollback edgecase.
I have made this a draft because I want to discuss w/ george first how to handle the rollback edgecase (settings file version is higher than the engine's settings version) |

This is in preparation for the switch to non-hardcoded Adventure & Extension settings system, but is also a good thing to have
