The new MinGW check in D3D12MA doesn't seem to work (causes linker errors), so I reverted it to how it was in 3.0.1.

This shouldn't be merged for 4.6. The latest D3D12MA allows tight alignment to be used with the latest Agility SDK which gives some nice VRAM savings, but it isn't anything mandatory. I also don't exactly trust it yet since it's a quite new feature.
