Shorten some docstring references with tilde notation
This uses the Sphinx ~ notation to express references like: :class:`Z <a.b.c.Z>`In the abbreviated form, which Sphinx renders the same way: :class:`~a.b.c.Z`(This commit also makes some other polishing changes to affectedand nearby text.)
