Temporary merge the data for the LCOV report and ensure that there is always a line data for a function.

Closes#1190

I'll decided to split this PR into smaller junks:

dlegaultbbry reacted with thumbs up emoji

- Clarification if the option is excluding or removing the data.- First do the removal processing and afterwards the exclusion. Old  behavior was e.g. first exclude branches of a compiler generated  function which was removed later.
