- Reorder checks in usingDynamicParameters to avoid unnecessary database calls- Check UseClassicParameterFlow before calling GetTemplateVersionTerraformValues- Remove withTerraformValuesErrNoRows from tests where UseClassicParameterFlow is trueThis fixes the test failure where GetTemplateVersionTerraformValues was expectedto be called but wasn't needed when classic parameter flow is enabled.
