Describe the Bug

When a FD person creates a new incident report. The report creates with the Officer name of Dispatch and not their name unlike the LEO side.

Expected Behavior

Both incidents sides (LEO/FD) should act the same. Really makes the API very difficult to use and use it for PowerBI.
