Canadian Politician. His nickname was “Chubby”. A native of Sillery, Québec, he studied Law and became a lawyer in the city of Québec. On December 17, 1917, he was elected to the House of Commons as Liberal representative in the riding of Québec South. The electors of this district always kept their faith in him because he was reelected nine times: in 1921, 1925, 1926, 1930, 1935, 1940, 1945, 1949 and 1953. He joined the federal cabinet on October 23, 1935, when he became Minister of Pensions and National Health. On September 19, 1939, he switched to be Postmaster General, a post he kept until Prime Minister Mackenzie King made him Minister of National Defence for Air on May 23, 1940. His contrubution to the war effort continued when he served as acting Minister of National Defence, for two months in the Summer of 1940, and as Associate Minister of National Defence, from July 12, 1940 to almost the end of World War II, precisely until November 26, 1944. Prime Minister Saint-Laurent appointed him Senator for the Division of the Gulf, on July 28, 1955. He died in office.
