Willem J. Koops (Dutch:[ˈʋɪləmˈkoːps]; born 24 October 1973) is a Dutch lawyer and politician ofNew Social Contract (NSC). He was a member of theHouse of Representatives between December 2024 and November 2025.
Koops was born in 1973 inDelfzijl, and he attended theGemeentelijk Gymnasium Hilversum.[1][2] He studied English language and chemistry atWashtenaw Community College inAnn Arbor Charter Township, Michigan from 1991 to 1992 andDutch law at theVrije Universiteit Amsterdam from 1998 to 2001. During the latter period, he spent some time atParis-Sorbonne University studyingcriminal law.[1]
Koops became a lawyer in 2002 forStibbe inAmsterdam, and he subsequently worked for several other firms inRotterdam, Amsterdam, andThe Hague.[1] He served as apartner, and he specialized in fraud cases, representing real estate entrepreneurs Rudy Stroink andRoger Lips [nl] among others.[1][3] Koops was a judgead hoc inGelderland at the same time.[4][5]
He joined NSC when it was founded byPieter Omtzigt ahead of theNovember 2023 general election.[1] Koops was the party's25th candidate, but he was not elected to the House of Representatives as NSC won 20 seats.[6] Because of his position on theparty list, he became a member of parliament on 3 December 2024 followingFemke Zeedijk's resignation.[7][4] His portfolio included legal protection and criminal prosecution.[8] Along withMpanzu Bamenga (D66), he introduced a bill the same month to explicitly prohibitracial profiling during fraud detection and criminal investigations. They argued insufficient protection against the practice existed despitethe Constitution's discrimination ban and otheranti-discrimination legislation.[9] Koops was notre-elected in October 2025, as NSC lost all its seats, and his term ended on 11 November.[10]
As of 2024, Koops lived in The Hague.[2]
