Most UK public libraries offer their members access to a wide range of online resources which can be accessed from any computer (e.g. at home or work, without having to physically visit the library). These can includeThe Times archive 1785-1985,Oxford Dictionary of National Biography,Oxford English Dictionary, 19th-century newspapers,Newsbank (current national and regional newspapers),Encyclopedia Britannica and more. They also usually offer further databases which are for in-library use only. Find your local library's website and look for "Online resources" or "24 hour library". You will need to join the library, and have a membership number, to use the online resources: some libraries allow you to join online.
