KeepCategory:Works set on oceans is sub-divided by location as an appropriate use ofWP:OCLOCATION. For the works in question, theextraterrestial location surely is a defining characteristic as suggested byWP:CAT#D. Arguably, being set on an extraterrestial location is at least as relevant as being set on the ocean. Having our examples in the parent category as not fitting into any of the terrestial oceans and seems more confusing than having the category with relatively few members.
