What wrongdoing exactly are you accusing @Wikiuser4999 of? I'm sure this user like everyone else is simply trying to improve the encyclopaedia.
Unusual activity is not a bad thing. It may be that this user is adding information that other editors have overlooked.More eyes on this editor sounds like a very cruel and unwarranted invasion of privacy; editors should have autonomy to make edits freely as they choose perWP:BEBOLD. You cannot strictly police every edit like this, that would not comply withWikipedia:Ownership of content. A new user can make large edits, there is no guideline that I know of to prevent that!
@Bearian: There are millions of pages on Wikipedia that need improvement. Wikipedia editors are a limited resource who generally edit what topics they are interested in. If they were interested in fixing pages with maintenance templates, those editors would be going through maintenance categories.
