Visa requirements forFinnish citizens are administrative entry restrictions by the authorities of other states placed on citizens ofFinland.

As of 2025, Finnish citizens had visa-free or visa on arrival access to 187 countries and territories, ranking theFinnish passport shared 3rd in the world, according to theHenley Passport Index.^[1]

As amember state of the European Union, Finnish citizens enjoyfreedom of movement within theEuropean Economic Area (EEA). The Citizens’ Rights Directive^[2] defines the right of free movement for citizens of the EEA. Throughbilateral agreements freedom of movement is extended to Switzerland,^[3] and all EU andEFTA nationals are not only visa-exempt but are legally entitled to enter and reside in each other's countries.

In order to travel to another country, a Finnish citizen requires apassport, except within theNordic Passport Union, where notravel document is required, however traveler in the Nordic Passport Union must be able to prove their identity, for example with a passport, identity card or a Nordic driving license. A passport is also not required for holders of theFinnish identity card for travel to European countries (except Belarus, Russia, Turkey and Ukraine) as well as French overseas territories and Georgia.

Holders of various categories of official Finnish passports have additional visa-free access to the following countries:

• Russia(diplomatic passports)

Holders of diplomatic or service passports of any country have visa-free access toCape Verde,Ethiopia,Mali andZimbabwe.

When in a non-EU country where there is no Finnish embassy, Finnish citizens as EU citizens have the right to get consular protection from the embassy of any other EU country present in that country.

Finnish citizens may also seek assistance from public officials in theforeign services of any of the Nordic countries, when in a country with noFinnish representation. This is afforded by theHelsinki Treaty which states that public officials in the foreign services of any of theNordic countries shall assist citizens of another Nordic country if that country is not represented in the territory concerned.^[393][394]
