This template is basically an outline for articles, and there are no separate articles for each subdivisions. I don't think every administrative level needs to be specified in the template. Since the two articles related to administrative divisions in Egypt areGovernorates of Egypt andSubdivisions of Egypt the template should be as it previously was.
