So how beingbilingual makes them "a mixture between local Iranian-speakers and Turkic-speakers"?[1] Did I miss something in Iranica article? On the other hand, it says they are mixed in this article;The Bāṣeri (mixed Persian, Turkic, and Arabic; some 3,000 families).
