This article was nominated for speedy, the speedy was declined. Then another admin deleted it speedily. That admin cited A7, but this article does make claims of importance/significance, thus the deletion was clearly incorrect. I restored this article as it should not have been speedily deleted in the first place. This does not mean that the article meets our standards for keeping, just that it should not have been speedily deleted.
