TheState-Owned Enterprises Regulatory Agency (Indonesian:Badan Pengaturan Badan Usaha Milik Negara, abbreviated asBP BUMN) is anon-ministerial government agency ofIndonesia that oversees and regulates the country'sstate-owned enterprises (SOEs). The agency was established on 2 October 2025, following the enactment of Law No. 16 of 2025, which amended Law No. 19 of 2003 concerning State-Owned Enterprises. It succeeded the formerMinistry of State-Owned Enterprises, taking over its regulatory functions while operational oversight of SOEs was transferred to a separate holding entity.
The State-Owned Enterprises Regulatory Agency was originally a ministry, known as the Ministry of State-Owned Enterprises. In February 2025, a significant portion of the ministry's operational responsibilities were transferred to theSovereign wealth fund, known asDanantara.[1][2]
In September 2025, the government and theHouse of Representatives (DPR) approved the transformation of the ministry into a regulatory agency through Law Number 16 of 2025, the fourth amendment to Law No. 19 of 2003 concerning State-Owned Enterprises.[3]
On 2 October 2025, the Ministry of State-Owned Enterprises was officially dissolved following the enactment of the new law.[4]
On 8 October 2025, PresidentPrabowo Subianto inauguratedDony Oskaria as Head of BP BUMN, and Aminuddin Ma'ruf and Tedi Bharata as Deputy Heads.[5]
BP BUMN functions as a technical regulator that ensures all state-owned enterprises adhere to the principles of Good Corporate Governance (GCG) and public service obligations. Unlike Danantara, which manages the commercial and investment performance of the firms, BP BUMN retains the authority to draft cross-sectoral regulations, monitor ethical compliance, and evaluate the strategic impact of SOEs on the national economy.[6] The agency is also responsible for coordinating with other ministries to align SOE activities with government policies while maintaining a clear separation between the state's role as a shareholder and as a regulator.[7]
