TheSpecial Police Forces (Ukrainian:Спеціальні поліцейські сили,romanizedSpetsialni politseiski syly) is aUkrainian volunteer corps oflaw enforcement units, part of theMinistry of Internal Affairs ofUkraine.[2] They were formed during the2014 pro-Russian unrest in Ukraine to strengthen the state’s capacity to maintain public order and security, and were later deployed toEastern Ukraine as a paramilitary force to fight againstPro-Russian separatists.[3]

The units were primarily composed of volunteers, including former police officers, reservists, and civilians.[3] Similar to theTerritorial defence battalions, which were instead under the auspices of theMinistry of Defence. Many of the units had links withfar-right andnationalist groups.[4]

In 2023, as part of theOffensive Guard initiative, most of the former Special Police Forces battalion were reformed into theLiut Brigade.[5][6]

History

In April 2014,Minister of Internal AffairsArsen Avakov issued an order to create battalions of special purpose within theMinistry of Internal Affairs structure.[7]

Their goal was to protect public order and important facilities across Ukraine, but all of these units were eventually sent to the east to counterRussian aggression.[2][8]

After the reformation of National Police in 2015, the units were reformed as Special Task Patrol Police units.[3]

Atwar in Donbas, the forces of the Special Tasks Patrol Police have fought against pro-Russian separatists as aparamilitary force.[3] Many of the units also engaged against Russian forces at theRussian invasion of Ukraine and in 2023 most units were reformed and merged into theLiut Brigade as part of theOffensive Guard campaign.[5][6]

    Azov Battalion (батальйон "Азов") – a volunteer battalion which became notable for its participation on theBattle of Mariupol and controversial as it was formed by members coming fromultranationalist andneonazi parties.[9][10] In September 2014, it was expanded into aregiment and transferred to the command of theNational Guard of Ukraine.[9]
  • Shakhtarsk Battalion (батальйон ПСМОП "Шахтарськ") – A former all volunteer territorial defence battalion of mostly former convicts fromDonbas established in Shakhtarsk in June 2014 (because the battalion is reporting to the Interior Ministry its members became formally police officers).[11] In October 2014 the unit was disbanded after 50 members of the battalion were accused of looting and hooliganism.[12] The battalion was then resurrected as the "Tornado" police battalion.[11]
