Shusha District (Azerbaijani:Şuşa rayonu) is one of the 66districts ofAzerbaijan. It is located in the west of the country and belongs to theKarabakh Economic Region. The district borders the districts ofKhojaly,Lachin, andKhojavend. Its capital and largest city isShusha. As of 2020, the district had a nominal population of 34,700.[2] Finally villages of Malıbəyli, Aşağı Quşçular and Yuxarı Quşçular were transferred toKhojaly District according to passing law in 5 December 2023.[3][4]

History

The district was formerly part of theShusha District of theNagorno-Karabakh Autonomous Oblast (NKAO) ofAzerbaijan SSR during theSoviet times. It was the only district of NKAO to have an Azerbaijani majority with a significant Armenian minority.[5]

The district came under the control of theArmenian forces during theFirst Nagorno-Karabakh War and was made part of theShushi Province of the self-proclaimedRepublic of Artsakh. However, in 2020, parts of the district, including its capital, Shusha, were recaptured by Azerbaijan in November 2020 following a44-day battle during the2020 Nagorno-Karabakh war.[6] Remaining part of it was put underRussian peacekeeping control. After the2023 Azerbaijani offensive in Nagorno-Karabakh, the entire district fell under the control of Azerbaijan after the capitulation of theArtsakh Defence Army in the area.[7]
