TheShafi ur Rahman Commission Report are the highlyclassified judicial inquiry papers concerning and thoroughly covering the events leading to therise to power anddeath and state funeral ofPresident ofPakistan, GeneralZia-ul-Haq.[1]
TheCommission led bySenior JusticeShafi ur Rahman investigated and authored the inquiry papers at the behest ofPrime MinisterNawaz Sharif in 1992.[2]Senior JusticeRehman submitted hiscommission report toPrime Minister's Secretariat, also the same year.[3] The submitted report was critical of the role played by themilitary, primary due to obstructing its work while conducting the interviews.[4]
Immediately its submission, the papers were quickly classified by thePrime Minister, and very few details are available to public either through investigative media reports.[4] No such details of the papers are known to the public, and considerately marked asTop Secret by theGovernment of Pakistan.[3][5] In 2011, the government declassified only few and earliest portion of the report and made it publicly accessible, but large parts of the papers are keep as secret.[6]
