Theruling party orgoverning party in ademocraticparliamentary orpresidential system is thepolitical party orcoalition holding a majority of elected positions in aparliament, in the case of parliamentary systems, or holding the executive branch, in presidential systems, that administers the affairs ofstate after an election.[1][2][3][4]

In many countries in theCommonwealth of Nations or evendemocratic republic countries likethe Philippines, the ruling party is the party of the elected president orHead of government that is in charge of theexecutive branch of government. In parliamentary systems, the majority in thelegislature also controls theexecutive branch of government, thus leaving no possibility of opposing parties concurrently occupying the executive and legislative branches of government.[5] In other systems, such as in an American stylepresidential system, the party of thepresident does not necessarily also have a legislative majority.

Aruling party is also used to describe the party ofone-party states, such as theChinese Communist Party in thePeople's Republic of China.[6][7]
