Rubén Darío Ramírez Lezcano (born 11 January 1966) is a Paraguayan economist and diplomat who is the currentMinister of Foreign Affairs of Paraguay since 2023; in which he previously served from 2006 to 2008.
Ramírez was born in 1966 in the capital city ofAsunción. He studied economics and received a baccalaureate in science and arts from the College St. Teresa inCiudad del Este. In 1987 he graduated from the Faculty of Economics and Social Sciences of theUniversity of Buenos Aires with a degree in economics. He later earned a master's degree in international politics at theUniversity of Sorbonne in Paris (1989) and a degree in business administration from theAnderson School of Management at theUniversity of California, Los Angeles (1998).[1]
Ramírez has held a number of posts in his country's foreign service, including periods at the embassies inBuenos Aires andQuito.[2]
He served as minister of foreign affairs in the cabinet of PresidentNicanor Duarte Frutos from 2006 to 2008.[3] In 2016, he was nominated by Paraguay as a candidate for the presidency of theCAF – Development Bank of Latin America and the Caribbean.[4][5]
On 8 June 2023 he was chosen by President-electSantiago Peña to serve as his minister of foreign affairs.[6]
On November 15, 2023, SenatorMartínez presented Resolution No. 383, which was approved by theSenate (File S-2300589), requesting information and documents from Ramírez (Itaipu Board Member and Minister of Foreign Affairs) related to the investments of the Itaipu Pension Fund (Cajubi) abroad, known as “the heist of the century.”[7]
Ramírez responded to the Senate via letter DM/UGRE/1/No 157/2023, dated December 21, 2023, stating that he did not have that information and those documents.[7]
In early 2025, Ramírez presented his candidacy to succeedLuis Almagro asSecretary General of theOrganization of American States (OAS).[8][9]He was to contend in the10 March election againstAlbert Ramdin of Suriname,[10] but on 5 March, President Peña announced that he was withdrawing Ramírez's nomination.[11]
