Sooriyakumara Wannisinghe Punchi Banda Bulankulame,OBE,JP (known asP. B. Bulankulame orTikiri Bandara BulankulamaDissawa) (12 December 1890 - 17 December 1958) was aCeylonese politician, who was the formerCabinet Minister of Lands and Land Development inDudley Senanayake's andJohn Kotelawala's government.[1]

Education and legal career

Educated at theRoyal College Colombo where he played in theRoyal-Thomian. He then studied law at theCeylon Law College becoming aProctor. Having established his legal practice in his home town ofAnuradhapura, he was later appointed aJustice of Peace.

Political career

Bulankulame was elected to the2nd State Council of Ceylon on 21 April 1944, following the death of the sitting member,H. R. Freeman.[2] In 1947 he was elected in the1947 general election fromAnuradhapura to first Parliament of Ceylon.[3] In the first government since independence, he was appointed asParliamentary Secretary to the Minister of Agriculture and Lands. He was re-elected in the1952 general election and was appointed Cabinet Minister Lands and Land Development in the cabinet ofSirJohn Kotelawala, serving till 1956.[4][5] He lost his seat in the1956 general election toSirimewan Godage.[6]

Honors

He was awarded the title ofDissawa of Anuradhapura by theBritish Governor of Ceylon. He was appointedMember of the Most Excellent Order of the British Empire (MBE) in the1949 New Year Honours and later made anOfficer of the Most Excellent Order of the British Empire in the1951 Birthday Honours.[7][8] The Bulankulama Disawa Mawatha in Anuradhapura is named after him.
