Mary Kevin Niland is a formerReading Clerk of the United States House of Representatives, a face familiar to viewers ofC-SPAN,[1] the network which covers House proceedings.[2] The reading clerk readsbills,motions, and other papers before the House and keeps track of changes tolegislation made on the floor.
During the vote forSpeaker of the United States House of Representatives at the beginning of eachCongress (or when the electronic voting system fails), the Reading Clerkcalls the roll of members for votingviva voce.
Niland becameDemocratic clerk in 1998 at the recommendation of then-House Minority LeaderDick Gephardt ofMissouri. She replacedMeg Goetz. Niland served until 2008, when she became Deputy Chief of Legislative Operations in theOffice of the Clerk. Her successor as Reading Clerk was Jaime Zapata.
