TheOne Piecemanga features an extensive cast of characters created byEiichiro Oda. The series takes place in a fictional universe where vast numbers of pirates, soldiers, revolutionaries, and other adventurers fight each other, using varioussuperhuman abilities. The majority of the characters are human, but the cast also includesdwarfs,giants,mermen andmermaids,fish-men,[a] sky people, and minks,[b] and many others. Many of the characters possess abilities gained by eating "Devil Fruits". The series' storyline follows the adventures of a group of pirates as they search for the mythical "One Piece" treasure.
Monkey D. Luffy is the series' main protagonist, a young pirate who wishes to succeedGold Roger, the deceased King of the Pirates, by finding his treasure, the "One Piece". Throughout the series, Luffy gathers himself a diverse crew named theStraw Hat Pirates, including: the three-sword-wielding combatantRoronoa Zoro (sometimes referred to as Roronoa Zolo in the English manga); the thief and navigatorNami; the cowardly marksman and inventorUsopp; the amorous cook and martial artistSanji; the anthropomorphic reindeer and doctorTony Tony Chopper; the archaeologistNico Robin; the cyborg shipwrightFranky; the living skeleton musicianBrook; and the fish-man helmsman Jimbei. Together they sail the seas in pursuit of their dreams, encountering other pirates, bounty hunters, criminal organizations, revolutionaries, secret agents and soldiers of the corruptWorld Government, and various other friends and foes.
The protagonists of theOne Piece series are all the members of the Straw Hat Pirates (麦わらの一味,Mugiwara no Ichimi), a crew of ten pirates captained by Monkey D. Luffy. The crew's number increases throughout the series, as Luffy recruits new members. Once Usopp joins the Straw Hat Pirates, they gain their own ship, theGoing Merry, which is later destroyed and replaced by a larger and more powerful vessel, theThousand Sunny created by their shipwright Franky.
Two years later, the Straw Hats gain a new fleet, called theStraw Hat Grand Fleet, consisting of 5,640 pirates from seven different crews; Luffy objects to the idea of being a fleet commander, and organizes his new army in a way that they may act independently, but when one crew is in trouble, the others must do what they can to help them. By the end of the Wano Country Arc, the Straw Hat Pirates are recognized as anEmperor-led crew with Luffy also being recognized as the leader of the Straw Hat Grand Fleet[ch. 903] and the other nine members as its Senior Officers[ch. 1058] after the defeat of bothKaido andBig Mom.

After the Straw Hats arrive at Drum Island and take Chopper with them, Kureha uses Hiriluk's potion to turn the snowy sky into cherry blossoms, fulfilling Hiriluk's life mission. When complimented, Chopper acts flustered and sometimes yells at the person who complimented him to stop trying to make him happy.[ch. 140] A running gag within the series is when other characters mistake him as aTanuki, and he angrily corrects them, pointing out that he is aTonakai (Japanese for "Reindeer"). The Straw Hat Grand Fleet (麦わら大船団,Mugiwara Dai-sendan) is a fleet composed of seven pirate crews, whom after having helped Luffy in Dressrosa, swore allegiance to him. A total of 5,639 pirates make up the entire fleet.
The Beautiful Pirates (美しき海賊団,Utsukushiki Kaizoku-dan) are the first crew of the Straw Hat Grand Fleet. Their ship is the Sleeping White Horse of the Forest. The crew consists of a total of 74 members including:
The Barto Club (バルトクラブ,Baruto Kurabu) are the second crew of the Straw Hat Grand Fleet. All the members of the crew are big fans of Luffy and named their ship "Going Luffy-senpai" after him.

The Happosui Army (八宝水軍,Happō Suigun) are the third crew of the Straw Hat Grand Fleet. They have one Happosai boat that has a white tiger figurehead and seven Ipposai boats that resembleturtle ships with sea serpent figureheads.

The Ideo Pirates (イデオ海賊団,Ideo Kaizokudan) are the fourth crew of the Straw Hat Grand Fleet. Initially, they were named "XXX Gym Martial Arts Alliance" (XXXジム格闘連合,Toripuru-Ekkusu Jimu Kakutō Rengō, pronounced "Triple X Gym Martial Arts Alliance") before being renamed after obtaining their own ship.
The four members of the crew are:
The Tontatta Pirates (トンタッタ海賊団,Tontatta Kaizokudan), formerly known asTonta Corps (トンタ兵団,Tonta Heidan), are the fifth crew of the Straw Hat Grand Fleet, and the armed forces of the Tontatta Tribe. The organization is made up entirely of dwarfs and their ship is named Usoland.

The New Giant Warrior Pirates (新巨兵海賊団,Shin Kyo Hei Kaizoku-dan) are the sixth crew of the Straw Hat Grand Fleet. Their ship is called Nagifar.
The organization is composed of five giants from the island of Elbaph. By the "Elbaph Arc", they have withdrawn to Elbaph.
The Yontamaria Fleet (ヨンタマリア大船団,Yonta Maria Dai-sendan) are the seventh crew of the Straw Hat Grand Fleet. They have one Yonta Maria, five Santa Maria ships, and fifty Nita Maria ships.

The Arlong Pirates (アーロン一味,Āron Ichimi) are a pirate crew consisting mostly offishmen led by thesawshark-type fish-manArlong and several officers.
Hatchan andNami used to be members until the latter left the crew following its defeat by theStraw Hat Pirates.[ch. 69,75,93f.]
"Saw-Tooth" Arlong (ノコギリのアーロン,Nokogiri no Āron) is asawshark-type fish-man and fish-man supremacist.[ch. 69,71] Growing up in a rough part ofFish-Man Island, he becomes captain of theArlong Pirates, who temporarily merge with other fishmen to form theSun Pirates.[ch. 621,624] Arlong's powerful jaws have rapidly re-growing teeth capable of rending stone.[ch. 90] His favorite weapon is the sword-like Shark Saw (キリバチ,Kiribachi) with its six tooth-shaped blades.[ch. 92]
In the original Japanese series, Arlong's voice actor isJūrōta Kosugi.[27] In the 4Kids English adaptation, he is voiced byDavid Wills.[28] In the Funimation English adaptation, his voice is supplied byChris Rager.[29]
Hatchan (はっちゃん), often called Hachi (ハチ), is anoctopus-type fish-man first introduced as the first mate of theArlong Pirates.[ch. 73] Being half octopus, he can spit large quantities of black ink and use suction pads to stick to walls.[ch. 83f.] He fights using six swords, holding one in each arm-tentacle.[ch. 84] After his crew is defeated by theStraw Hat Pirates, he escapes from captivity and opens a floatingtakoyaki restaurant.[ch. 182–228: chapter cover pages] He becomes close friends with Camie (ケイミー,Keimī), akissing gouramimermaid, and Pappag (パッパグ,Pappagu), her petstarfish and master.[ch. 490f.] Hachi later attempts to make things right with the Straw Hat Pirates by bringing them in contact withSilvers Rayleigh.[ch. 496,506]

Kuroobi[c] is amanta ray-type fish-man who uses "Fishman Karate".

The Bellamy Pirates (ベラミー海賊団,Beramī Kaizokudan) is a pirate crew originating from the North Blue, and allies with theDonquixote Pirates. The captain of the crew isBellamy "the Hyena".
(ハイエナのベラミー,Haiena no Beramī), is the captain of theBellamy Pirates, a blonde-haired man with the power of the Paramecia-type Boing-Boing Fruit (バネバネの実,Bane Bane no Mi), which allows him to turn his legs into springs to bounce off surfaces and gain momentum for his attacks.[ch. 230f.] After his defeat at the hands ofLuffy,Doflamingo dismisses Bellamy, who later becomes a fighter in Dressrosa.[ch. 706]

Kuro (クロ,Kuro, lit. "Black"), nicknamed Kuro the "Thousand Plans" (百計のクロ,Hyakkei no Kuro), is the captain of theBlack Cat Pirates, who is known for his elaborate plans.[ch. 26] Wishing to leave his identity behind, and to escape the pirate lifestyle of always being on the run,[ch. 37] he becomesbutler toKaya, a friend ofUsopp.[ch. 23] He considers his crew as nothing but pawns to carry out his plans and, if he so pleases, to die for him.[ch. 38] Kuro fights using a pair of gloves equipped with long, straight, single edged blades. Wearing these, he adopted his signature habit of adjusting his constantly slipping glasses by using only the palm of his hand to avoid cutting his face.[ch. 33]
Carl Kimlinger ofAnime News Network praised Kuro as being "both unspeakably cool and utterly vile".[30]
In the anime, Kuro resumed pirate life following his defeat and saw that the bounty for Luffy has gone up following Arlong's defeat.

The Brownbeard Pirates (茶ひげ海賊団,Cha hi-ge kaizoku-dan) was a pirate group who had their lower body parts replaced by animal parts by Trafalgar Law after they were badly defeated by Basil Hawkins.
Chadros Higelyges (チャドロス・ヒゲリゲス,Chadorosu Higerigesu), better known as Brownbeard (茶ひげ,Chahige), is a large man and the captain of the Brownbeard Pirates who hasalligator legs added by Law making him an alligator-type centaur. He and his remaining crew members helped to form the Centaur Patrol Unit which worked for Caesar Clown. After Caesar Clown was defeated, Brownbeard and his crew surrendered to Smoker.

The Donquixote Pirates (ドンキホーテ海賊団,Donkihōte Kaizoku-dan), or Donquixote Family (ドンキホーテファミリー,Donkihōte Famirī), are a powerful pirate crew led byDonquixote Doflamingo.[ch. 762] It is split into three divisions, each led by one of the top three officers: theTrébol Army,Diamante Army andPica Army.[ch. 732]Bellamy was a member of the crew, andCaesar Clown andDisco are also their subordinates.
Donquixote Doflamingo (ドンキホーテ・ドフラミンゴ,Donkihōte Dofuramingo) is the captain of theDonquixote Pirates, the usurper king of the island Dressrosa, and formerly one of theSeven Warlords of the Sea.[ch. 234,682,728] The String-String Fruit (イトイトの実,Ito Ito no Mi) grants him the ability to control others using movements with his fingers resembling apuppeteer's. It also enables him to control sharp thin strings from his fingertips that can cut people, create clones of himself, and attach to the clouds in the sky to allow him to fly.[ch. 231] He is also capable of utilizing all three types of Haki. He is also a former Celestial Dragon after his father, Donquixote Homing, decided to abandon that life to become a normal human. However, they were chased by the people, tortured, and eventually Doflamingo killed his father. He brought the head of his father back to Mariejois in hopes of receiving his Celestial title back again. He was denied and later became a pirate.
He believes that the "Great Pirate Era" is nearing its end and a new age is about to begin.[ch. 303] He is abroker under the alias of "Joker", and owns a large auction house at the Sabaody Archipelago where humans and other species are sold as slaves.[ch. 504] Eventually, after the Straw Hat Pirates and Dressrosa's citizens reveal his treacherous deeds, Doflamingo is defeated by Luffy and his title is revoked.

Vander Decken IX (バンダー・デッケン九世,Bandā Dekken Kyūsei) is aJapanese bullhead shark-type fish-man. He is chronically the first fish-man to sport a Devil Fruit power, possessing the power of the Paramecia-type Target-Target Fruit (マトマトの実,Mato-Mato no Mi) that enables him to lock on any target at will so long as he touches the target first. Despite lacking the ability to swim, he retains the ability to survive underwater.

The Foxy Pirates (フォクシー海賊団,Fokushī Kaizokudan) is a crew specializing in a pirate game known as the "Davy Back Fight" wherein pirate crews can win crewmen from their opponents and their Jolly Roger. One example is when he won the Fanged Toad Pirates' captain Kibagaeru, its unnamed helmsman, and its unnamed navigator as well as their Jolly Roger leaving the rest of the Fanged Toad Pirates in disarray.[ch. 306] The crew is led byFoxy.[ch. 309]
Foxy (フォクシー,Fokushī), nicknamed "Silver Fox" (銀ギツネ,Gin Gitsune), is the cheater and trickster captain of theFoxy Pirates.[ch. 307] Though he acts supremely confident most of the time, he is extremely sensitive to insults or criticism.[ch. 306] Having eaten the Slow-Slow Fruit (ノロノロの実,Noro Noro no Mi), Foxy can emit a beam with microscopic particles from his hands which can temporarily slow down any object, reducing itsvelocity, while preservingkinetic energy.[ch. 309]
Although in the manga he only appears as the main antagonist of a story arc, in the anime he is a recurring opponent of Luffy's crew.

The Giant Warrior Pirates are a group of pirates that originated from Elbaph. After a brief disbandment, they later got back together to help Luffy fight the Marines on Egghead. Then proceeed to take the Straw Hat Pirates to Elbaph.
Brogy (ブロギー,Burogī) andDorry (ドリー,Dorī), former co-captains of the Giant Warrior Pirates, are two giants living on Little Garden where they've been dueling each other for many years. After ending their duel years later, Brogy and Dorry headed to Elbaph where Shanks recruited them to help fight the Kid Pirates. They arrived on Egghead with their fellow Giant Warrior Pirates to help fight the Navy and the Five Elders.
Brogy is voiced byTetsu Inada in the original Japanese version and by Jonathan C. Osborne in the Funimation dub. Dorry is voiced byDaisuke Gōri in the original Japanese version and by Bob Carter in the Funimation dub.
Oimo (オイモ,Oimo) is a 52 ft. giant and member of the Giant Warrior Pirates. After their disbandment, Oimo worked as a guard at Enies Lobby. He later defects from the World Government. By the time the Straw Hat Pirates were on Egghead, Oimo has rejoined the Giant Warrior Pirates and arrived on Egghead to help them. Oimo is revealed to have a grandson named Olav.

Kashii (カーシー,Kāshī) is a 55 ft. giant and member of the Giant Warrior Pirates. After their disbandment, Kashii worked as a guard at Enies Lobby. He later defects from the World Government. By the time the Straw Hat Pirates were on Egghead, Kashii has rejoined the Giant Warrior Pirates and arrived on Egghead to help them.

The Krieg Pirates are a pirate crew led byDon Krieg.[ch. 46] The crew consisted of the largest pirate fleet in the East Blue, until their ships were sunk byDracule Mihawk.
DonKrieg (首領・クリーク,Don Kurīku), nicknamed "Foul Play" Krieg (ダマシ討ちのクリーク,Damashi Uchi no Kurīku), is the captain of theKrieg Pirates, a man well known for his underhanded tactics.[ch. 46] Krieg does not care for his crew and bullies them into fearing and obeying him.[ch. 49] He punishes those who fail him and those who show weakness.[ch. 61f.] Krieg wears a gilded suit of steel armor filled with hidden weapons such as guns, bombs, etc.[ch. 47] Krieg also uses a weapon called the "Mighty Battle Spear", that is not only a spear, but can release explosions and remain intact.
Don Krieg is voiced byFumihiko Tachiki in the original Japanese version and byMarc Thompson andAndy Mullins in the 4Kids and Funimation dub respectively.
Krieg was played in the live action show by Milton Schorr. Krieg is only a minor character in this version as opposed to the source material where he was the main antagonist of the Baratie Arc. His fleet is also not destroyed by Mihawk at the Baratie, rather at an unknown location and he does not survive his duel with Mihawk.
Gin (ギン,Gin) is Krieg's combat commander. He arrived at the Baratie restaurant hungry, being saved by Sanji, who offered him a plate of food, after which Gin was grateful to the cook. Because of this, he ended up rebelling against his captain, especially once he ended up being defeated by Luffy, because he lost all the respect he had for him, thinking that he was someone indestructible.
Gin is voiced byKenichi Ono in the original Japanese version. In the 4Kids dub, Gin is voiced by Peter Katana. In the Funimation dub, Gin is voiced byIllich Guardiola until 2014 and byDavid Matranga starting in the "Episode of East Blue" special.
Pearl (パール,Pāru) is a man protected by various shields. Although it is difficult to hurt him, he gets nervous if someone does the slightest injury to him, worrying everyone including his captain, as he begins to lose control.

TheKuja (九蛇) are a tribe of women living onAmazon Lily (アマゾン・リリー,Amazon Rirī), aChina-inspired island where men are forbidden.[ch. 514f.,535] It is ruled byBoa Hancock, who also captains a group of pirates who are the strongest fighters of the Kuja, including her two younger sisters who possess the Zoan-type abilities of the Snake-Snake Fruit (ヘビヘビの実,Hebi Hebi no Mi).[ch. 519]
Boa Hancock (ボア・ハンコック,Boa Hankokku) is a member of the all-femaleKuja Tribe from the island ofAmazon Lily.[ch. 515f.] Sold to theCelestial Dragons during childhood, she and her sisters are force-fed devil fruits andbranded as slaves.[ch. 521] Eventually freed byFisher Tiger, the three return to their people. Hancock becomes ruler and is referred to by her subjects as "Snake Princess" (蛇姫,Hebihime).[ch. 516,521] Leading the Kuja Pirates, she quickly gains infamy as the "Pirate Empress" (海賊女帝,Kaizoku Jotei) and is offered membership in theSeven Warlords of the Sea.[ch. 516,522] Despite resenting theWorld Government for her past enslavement, which she keeps a secret even from her kinswomen, Hancock accepts the position to protect her people. But when called upon to participate in the Government's war against theWhitebeard Pirates, she initially refuses and only reconsiders after falling in love withLuffy, who enlists her help to infiltrateImpel Down.[ch. 516f.,520–522] Hancock is capable of utilizing all three types of Haki,[ch. 519]
The ability of the Paramecia-type Love-Love Fruit (メロメロの実,Mero Mero no Mi) allows her to turn anyone charmed by her into stone and back again.[ch. 516,521] She is also often accompanied by her pet snake Salome. After the most recent Levely, the Seven Warlords were disbanded, making her an enemy of the World Government again.
A few weeks after her home was invaded by the Marines and the Blackbeard Pirates, Boa Hancock has decided to leave her home to protect her people and reunite with Luffy.

They are led byMont Blanc Cricket (モンブラン・クリケット,Monburan Kuriketto) is the leader of the Monkey Mountain Allied Forces who is a descendant ofMont Blanc Noland (モンブラン・ノーランド,Monburan Nōrando), who was known as "Liar Noland" because of lying about the existence of a City of Gold. Cricket, believing that Noland was telling the truth, spent years searching for that city. Mont Black Cricket is voiced byTakashi Taniguchi in the original Japanese version and byGeorge Manley in the Funimation dub.
The other two representatives of the alliance are:Masira (マシラ,Mashira), the captain of the Masira Pirates with ape-like features who are responsible for refloating the treasures of the sunken ships; andShoujou (ショウジョウ,Shōjō), Masira's orangutan-faced sworn brother and the captain of theShoujou Pirates who are responsible for sinking ships. Masira is voiced byAruno Tahara in the original Japanese version and byJeremy Inman in the Funimation dub. Shoujou is voiced byIsamu Tanonaka in the original Japanese version and by Jonathan C. The New Fish-Man Pirates (新魚人海賊団,Shin-Gyojin Kaizoku-dan) are a pirate group of fish-mensupremacists.The pirates eventually make a pact with the captain of theFlying Pirates to plot the complete destruction of Fish-Man Island by initiating acoup d'etat. In addition, they also use different Sea Beasts where some of them are used as theirsteeds. Jones broadcasts a message to the island, announcing that he will execute Neptune, its current ruler, totake over the kingdom, and then kill the Straw Hat Pirates. However, Luffy eventually teams up withJimbei, to launch a combined assault on the pirates—defeating them and saving Fish-Man Island.
Hordy Jones (ホーディ・ジョーンズ,Hōdi Jōnzu) is thegreat white shark-type fish-man and leader of the New Fishman Pirates.[ch. 631] Hordy is responsible for assassinating Otohime, the queen ofFishman Island. He uses a Sea Giraffe as his steed.

Because the legendary SamuraiKozuki Oden of Wano Country can read the Poneglyphs, he, alongside his wife Toki, children Momonosuke and Hiyori, as well as his retainers,Dogstorm andCat Viper, accompanied Roger and his crew for one year to learn the secrets of the world (such as the void century, ancient weapons, and the D. family), as well as reaching the last island, Raftel.
Gol D. Roger (ゴール・D・ロジャー,Gōru Dī Rojā), after gaining worldwide infamy as captain of theRoger Pirates, becomes better known as Gold Roger (ゴールド・ロジャー,Gōrudo Rojā), theKing of the Pirates (海賊王,Kaizoku-Ō, lit. "Pirate King").[ch. 1,154,506] Suffering from a terminal disease, he takes his crew on a complete voyage through the Grand Line before disbanding it and turning himself in to theWorld Government, which claims to have captured him.[ch. 506] At his execution, beforeRouge gives birth to Roger's sonAce, and 22 years before the formation of theStraw Hat Pirates, Roger spawns the "Great Pirate Era" by announcing that his treasure, the "One Piece", is up for the taking, though they will have to find it first.[ch. 1,506,550] It is said after Roger's death that onlyWhitebeard could match him in a fight and that he had the ability to hear "the voice of all things", which allowed him and his crew to learn the secret history of the world.[ch. 233,507] He was also the original owner of Luffy's Straw Hat which fell into the possession of Shanks after his captain's death, with Shanks eventually passing it on to Luffy. Gol D. Roger has the highest known bounty in the series, with5,564,800,000.[35] Roger was capable of utilizing all three types of Haki.[ch. 966] and was capable of using the advanced application for both and Haoshoku and Busoshoku Haki.

Scopper Gaban (スコッパー・ギャバン,Sukoppā Gyaban) was a man who was regarded by Roger as one of his best men along with Rayleigh. He has expert axemanship and was nicknamed the "Left Hand of the Pirate King".
The Straw Hat Pirates later encounter him on Elbaph under the alias of Ya at the time when they were looking for the key to Loki's chains. It is also revealed that he fatheredColon through the giantRipley. When the key is found, Scopper and Luffy begin to duel to determine who will get the key. He ends up surrendering the key to Luffy and takes his leave advising the Straw Hat Pirates to visit him when they are done if Elbaph is still intact. Scopper later joins the fight against the Holy Knights where he manages to slice off Shepherd Sommers' right arm which doesn't regenerate for some reason. As a terrified Sommers recognizes him, Scopper then slashes Sommers across the chest.

The Rocks Pirates (ロックス海賊団,Rokkusu Kaizokudan), led by Rocks D. Xebec (ロックス・D・ジーベック,Rokkusu Dī Jībekku), were a powerful crew that dominated the seas forty years before the current events of the series; their strength was such that at the time anyone knew their deeds, so crazy and reckless that they considered them a real terrorist organization. There were also people who later became notorious such as theEmperorsWhitebeard,Big Mom, andKaido, and the captain of theGolden Lion Pirates and Roger's rival Shiki (シキ,Shiki).[ch. 957] They were defeated on the island of God Valley (ゴッドバレー,Goddo Barē) by the combined efforts ofMonkey D. Garp andGol D. Roger.
A pirate crew that the Straw Hat Pirates met in Thriller Bark, being part of the victims whose shadows were stolen byGecko Moria.
They are captained byCharlotte Lola (シャーロット•ローラ,Shārotto Rōra), one of 39 daughters ofBig Mom and twin sister ofChiffon. Lola ran away from Totto Land when her mother wanted her to marry Prince Loki of Elbaph, deciding to sail in the sea to find someone she truly loved. During her trip, she asked all the men she met if they wanted to marry her, eventually marryingGotti.

The Sun Pirates (タイヨウの海賊団,Taiyō no Kaizokudan) are a band of pirates consisting of fish-men andmermen that was originally led by Fisher Tiger and later byJimbei They attack any pirate ship they see, but no matter who is on it, they never kill directly. Their Sun insignia was created to cover up the mark of the Celestial Dragon's slave, "Hoof of the Soaring Dragon", since Tiger Fisher bore the mark from being a slave. But he had escaped the World Nobles and during his escape he freed other mermen/fish-men andBoa Hancock and her two sisters. With the Sun insignia, the World Government was unable to claim the slaves due to mass confusion over whether they were Sun Pirates or not.[ch. 620] The members of theArlong Pirates andMacro Pirates were also part of the crew, until the group eventually disbands when Jimbei joins theSeven Warlords of the Sea.

Gecko Moria (ゲッコー・モリア,Gekkō Moria, a play onkōmori (蝙蝠)) is the captain of the island-sized shipThriller Bark, leader of Thriller Bark's Mysterious Four, and a former member of theSeven Warlords of the Sea.[ch. 448] The Shadow-Shadow Fruit (カゲカゲの実,Kage Kage no Mi) grants him the ability to control his shadow, allowing it to act completely independent from his body, and to control others' shadows.[ch. 455,463] After his entire crew is annihilated byKaido, he creates a completely obedient, immortal army of zombies by implanting stolen shadows into corpses.[ch. 457,481] After the Paramount War, his Warlord title is revoked.

Perona (ペローナ,Perōna), also known as "Ghost Princess" (ゴーストプリンセス,Gōsuto Purinsesu), is a member of theThriller Bark Pirates and member of Thriller Bark's Mysterious Four. She is a woman dressed in aGothic Lolita-style who is capable of createghosts with various abilities thanks to the power of the Paramecia-type Hollow-Hollow Fruit (ホロホロの実,Horo Horo no Mi).[ch. 443,461] AfterGecko Moria's defeat, Perona takes shelter inDracule Mihawk's castle, where she begrudgingly helps and cooperates withRoronoa Zoro in his training during the timeskip.[ch. 597]
In the original Japanese anime series, Perona is voiced byKumiko Nishihara. In the Funimation English adaptation, her voice actress isFelecia Angelle.
Hogback (ホグバック,Hogubakku) is the medical genius of Moriah and member of Thriller Bark's Mysterious Four who was givenunlife in the form of shadows stolen using Moriah's Devil Fruit ability. He was the one who patched up the corpses.[ch. 446,449,455]

"Graveyard" Absalom (アブサロム,Abusaromu) is a patchwork man and member of Thriller Bark's Mysterious Four augmented by Hogback with the snout of a lion, the skin of an elephant, and the muscles of a bear and a gorilla. He can turn himself and anything he touches invisible thanks to the Clear-Clear Fruit. Absalom was later killed by Shiryu of the Blackbeard Pirates who stole his Devil Fruit power.

Wild Zombies (動物ゾンビ,Wairudo Zonbi) are zombies that resemble stitched-up zombies that are less dead and are mostly commanded by Perona. Zombies who are numbered 0 to 199 are classified as Wild Zombies.
The Surprise Zombies (びっくりゾンビ,Bikkuri Zonbi) resemble items that are scattered throughout Thriller Bark and resemble stitched-up pieces of cloth and skin. Zombies that have been numbered 200 to 399 are Surprise Zombies.
The Soldier Zombies (兵士ゾンビ,Sorujā Zonbi) are the basic zombie soldiers who are commanded by Absalom. Zombies that have been numbered 400 to 799 are Soldier Zombies.

Originally known as the "Eleven Supernovas" (11人の超新星,Jūichinin no Chōshinsei), it is a group of rookie pirates whose bounties exceed over 100,000,000 berries, having reached theSabaody Archipelago simultaneously. The group's members are:Monkey D. Luffy and his crewmateRoronoa Zoro;Trafalgar Law;Capone Bege;X. Drake;Jewelry Bonney;Basil Hawkins;Eustass Kid and his crewmateKiller;Scratchmen Apoo; andUrouge (ウルージ,Urūji).[ch. 498] Regarded as "problem children", these pirates, along withBlackbeard, eventually became known as the "Worst Generation" (最悪の世代,Saiaku no Sedai) by the World Government as they gained more notoriety for their crimes and, sometimes, their willingness to challenge thestatus quo.[ch. 664]
Basil Hawkins (バジル・ホーキンス,Bajiru Hōkinsu), nicknamed "Magician" (魔術師 Majutsushi), is the captain of theHawkins Pirates. He ate the Straw-Straw Fruit (ワラワラの実,Wara Wara no Mi), a Paramecia-type Devil Fruit that allows him to create and manipulate straw. He can cover himself in straw and makescarecrow-like straw avatars to aid his offense. He also has a habit of reading tarot cards to find out what is going to happen and the percentage probability that what he predicts will happen.
After the two year timeskip, he tried to form an alliance withScratchmen Apoo andEustass Kid. AfterKaido appeared in front of them, he ended up joining theAnimal Kingdom Pirates as Kaido's subordinate, betraying Kid along with Apoo, and becoming one of the crew's Shinuchi.
Capone "Gang" Bege (カポネ・“ギャング”・ベッジ,Kapone "Gyangu" Bejji) is amafia don-turned-pirate. He has the power of the Castle-Castle Fruit (シロシロの実,Shiro Shiro no Mi), a Paramecia-type Devil Fruit that allows him to create and maintain a dimensional fortress inside his body, being able to put people inside after being reduced when approaching the entrances of his body, or transforming into a great castle that serves as a fortress.
During the two year time skip, Bege became one of theBig Mom Pirates' combatants, until the moment when he formed an alliance with Luffy andCaesar Clown to finish off Big Mom. Bege is married toBig Mom's 22nd daughter Charlotte Chiffon (シャーロット・シフォンShārotto Shifon), and they are both the parents of Capone Pez (カポネ・ペッツ,Kapone Pettsu).

TheFire Tank Pirates (ファイアタンク海賊団,Faia Tanku Kaizokudan) are Capone Bege's pirate crew. It consists of:
Eustass "Captain" Kid (ユースタス・キャプテン・キッド,Yūsutasu "Kyaputen" Kiddo) is the captain of theKid Pirates. Among his crew is his childhood friendKiller. Kid ate the Magnet-Magnet Fruit (ジキジキの実,Jiki Jiki no Mi), a Paramecia-type Devil Fruit that allows him to attract and control metal objects with magnetism. He is also capable of utilizing all three types of Haki. During the time skip, he lost his arm after an encounter withShanks, depending on a metal pieces arm created by his ability. After trying to form an alliance withScratchmen Apoo andBasil Hawkins, he ended up being betrayed by them and captured byKaido, having to later ally himself withLuffy andLaw in their plan to defeat him. After Chapter 1079, his status is currently unknown.
Eustass Kid is voiced byDaisuke Namikawa in the original Japanese version and byJustin Cook in the Funimation dub.
Killer (キラー,Kirā), nicknamed "Murder Machine" (殺戮武人,Satsuriku Bujin, lit. "Massacre Soldier") is the combatant of the Kid Pirates andEustass Kid's childhood friend. He usually fights using two blades, and stands out for wearing a mask on his face.
After he and Kid were captured byKaido, Killer was forced to eat a dud SMILE fruit, leaving him permanently smiling. InWano, he ended up working for Kaido's allyKurozumi Orochi as a street assassin known as Kamazo the Manslayer (人斬り鎌ぞう,Hito Kiri Kamazō). To get revenge on Kaido, he and the Kid Pirates ended up joiningLuffy andLaw's alliance.
Killer is voiced byKenji Hamada in the original Japanese version and by Leo Fabian in the Funimation dub.
Jewelry Bonney (ジュエリー・ボニー,Juerī Bonī) is one of twelve pirates collectively known as theWorst Generation and the only female of the group. She is nicknamed "Glutton" (大喰らい,Ō-Gurai,lit. "Big Eater") because of her gigantic appetite which, however, does not affect her sinuous figure.[ch. 498] She has eaten the Age-Age Fruit that allows her to change her own age (which she uses to disguise herself) as well as others, making her opponents either too young or too old to fight her.[ch. 499]
After the Paramount War, she and her crew were defeated and captured by theBlackbeard Pirates, and she was subsequently arrested by theNavy fleet led bySakazuki. Somehow, she managed to escape, showing herself wandering the streets incognito after the two year timeskip. During the World Meeting, she infiltrated Marijoa to rescueBartholomew Kuma, who is later revealed to be her father.
Jewelry Bonney is voiced byReiko Kiuchi and later byReiko Takagi in the original Japanese version. In the Funimation dub, she is voiced by Laura Wetsel.
Scratchmen Apoo (スクラッチメン・アプー,Sukuratchimen Apū), also known as "Roar of the Sea" (海鳴り,Umi Nari), is the captain of the On-Air Pirates (オンエア海賊団,On Ea Kaizokudan), and a member of the longarm tribe. He has the power of the Tone-Tone Fruit (オトオトの実,Oto Oto no Mi), a Paramecia-type Devil Fruit that gives him the ability to transform the parts of his body into various instruments and generate music and great vibrations with them, however, sound does not affect people if they do not hear it.
After the two year timeskip, he tried to form an alliance withBasil Hawkins andEustass Kid. However, he was affiliated withKaido to ambush them, Apoo being actually a subordinate of theAnimal Kingdom Pirates as their informant, ending up with Hawkins joining Kaido and Apoo, and Kid being captured.
Scratchmen Apoo is voiced byMitsuaki Madono in the original Japanese version. In the Funimation dub, he is voiced by Brad Venable in episodes 392-629 andOne Piece: Stampede and by Brent Mukai starting in Episode 736.
The "Surgeon of Death" (死の外科医,Shi no Gekai),Trafalgar D. Water Law (トラファルガー・D・ワーテル・ロー,Torafarugā Dī Wāteru Rō), originates from the North Blue.[ch. 498,508,578,763] Having eaten the Paramecia-type Op-Op Fruit (オペオペの実,Ope Ope no Mi), Law can, after generating a blue spherical area around himself, cut and teleport objects as well as performbody swaps within said blue area.[ch. 661] He is the captain of the Heart Pirates. Originally from the White Town, Flevance, he escaped with White Lead Disease and became a member of theDonquixote Pirates. There he met Corazon, the brother of Doflamingo, and together they went on an adventure to find a cure for Law. Ultimately they found the Devil Fruit, but before they escaped, Corazon was killed by Doflamingo, leaving Law to seek out revenge. Law makes a name for himself and following the Paramount War, Law joins theSeven Warlords of the Sea.[ch. 659,673] Though he enters into an alliance with Luffy and the Straw Hats to take downKaido, one of the Four Emperors, Law is actually hunting downDonquixote Doflamingo.
Trafalgar Law is voiced byHiroshi Kamiya in the original Japanese version[36] and byMatthew Mercer in the Funimation dub.
The Heart Pirates (ハートの海賊団,Hāto no Kaizokudan), consisting of twenty-one members, is the pirate crew led by Trafalgar Law.
"Red Flag" (赤旗,Akahata)X. Drake (ディエスX・ドレーク,Diesu Dorēku, pronounced as "Diez Drake") is the captain of the Drake Pirates. He has the power of the Dragon-Dragon Fruit, Model: Allosaurus (リュウリュウの実 モデル アロサウルス,Ryū Ryū no Mi Moderu Arosaurusu), a Zoan-type Devil Fruit that gives him the ability to transform into anAllosaurus or an Allosaurus-human hybrid. He is a former Navy rear admiral who became a pirate, but secretly continued to work for the Navy as captain of the "SWORD" division. Under this identity, Drake managed to join theAnimal Kingdom Pirates as Kaido's subordinate, becoming one of their Shinuchi as part of the Tobi Roppo. Drake is ousted once his treachery is uncovered and he joins Luffy's alliance to take down Kaido.

The most powerful pirates in the New World are referred to as the Four Emperors (四皇,Yonkō). Initially the group consists ofShanks,Whitebeard,Kaido, andBig Mom, forming a precariousbalance of power withThe Seven Warlords of the Sea and theNavy Headquarters thatkeeps the world at peace untilBlackbeard's capture ofAce. This leads to a war between theWhitebeard Pirates and theWorld Government, and results in Whitebeard's death.[ch. 432,483,576,581] Two years later, Blackbeard is considered to have assumed Whitebeard's position.[ch. 650] Following the events of the Onigashima war, where Big Mom and Kaido were defeated,Monkey D. Luffy andBuggy were considered the new members to replace them.
The Animal Kingdom Pirates (百獣海賊団,Hyakujū Kaizokudan, Beasts Pirates) are the crew led byKaido, one of theFour Emperors. Most members possess powers of the SMILE Devil Fruits created byCaesar Clown, being able to obtain the abilities of a specific animal, but having only partially a part of the animal, such as the legs, ears, or the head, protruding from any limb of the body, like the head of an animal on the stomach or in the hand, wings in the head or the butt, and the legs being replaced with the actual animal where the user's torso is sticking out of their back.
Kaido (カイドウ,Kaidō), also known as "Kaido, The King of the Beasts" (百獣のカイドウ,Hyakujū no Kaidō, lit. "Kaido of the Beasts"), is the 23 ft. Supreme Commander (総督,Sōtoku, Governor-General) of the Animal Kingdom Pirates, a former member of theFour Emperors, and also a former member of theRocks Pirates as an apprentince. Kaido consumed the Fish-Fish Fruit: Azure Dragon Model which enables him to transform into anAzure Dragon or an Azure Dragon-human hybrid. Kaido's a believer in might makes right and has subjugated several pirates by breaking their wills. He's rather unstable and prone to changing his mind as he both wants a death as glorious as Whitebeard, but also wants a worthy enemy as he has spent a long time without any opponent that matched his power, along with often shifting from open cruelty and mocking to respect towards his adversaries. Kaido was on the verge of being executed several times and has a fondness for attempting suicide as a hobby, but he always ends up unscathed due to his great resilience, being known in the world as "The Strongest Creature" (最強の生物,Saikyō no Seibutsu). At one point, Kaido and King were held on Punk Hazard. Previously, he facedKozuki Oden, who was the only person capable of deeply injuring him, leaving Kaido with a massive and permanent scar on his chest after nearly killing him. He was allied for years withKurozumi Orochi to rule theWano Country together upon disposing of Kozuki Oden, until Kaido betrayed him and announced his daughterYamato would be the country's new shogun which she vehemently opposed. Kaido had the highest active bounty of any current pirate, a bounty of4,611,100,000.[35] Kaido is also capable of using the advanced application for all types of Haki. After a long grueling fight with Luffy and his allies, Kaido was defeated by Luffy, the second coming of Joyboy that was predicted to defeat him, where he and Big Mom fell into a volcanic chamber prior to its eruption. It is unknown if they survived or not.

The Marys (メアリーズ,Mearīzu) are the surveillance crew of theAnimal Kingdom Pirates that consist of humans and cyborg animals who wear paper masks and transmit their information to Kaido. The lead member of the Mary is:
The Numbers (ナンバーズ,Nanbāzu) are a group of artificial animalistic giants who were created by Punk Hazard and serve theAnimal Kingdom Pirates. They are also known to be messy drinkers, which annoysQueen. They consist of:
The Pleasures (笑う者達,Purejāzu) are the mid-level foot soldiers who ate the dud SMILE Fruits and can only feel joy. Many of them defects afterChopper saved them from the Ice Oni virus thatQueen created.
The Waiters (待つ者達,Weitāzu) are the low-level foot soldiers who haven't eaten a SMILE yet. Because of the shut down of the SMILE factory, the Waiters are just left in this position. Many of them defects after Tony Tony Chopper saved them from the Ice Oni virus that Queen created.
There are also someninjas andsamurai who serve the Animal Kingdom Pirates following the apparent death of Kurozumi Orochi. The ninjas in question made up a group called the Orochi Oniwabanshu when they worked for Orochi while the samurai in question made up a group called the Mimawarigumi (the name of Wano's samurai police force). Most of them were shown to be terrified by Brook's spirit form as they thought he was aGashadokuro.

The Blackbeard Pirates (黒ひげ海賊団,Kurohige Kaizokudan) are a powerful pirate crew led byBlackbeard. While originally having five members, the Blackbeard Pirates' membership was later expanded with a number of prisoners fromImpel Down andAokiji himself.
Marshall D. Teach (マーシャル・D・ティーチ,Māsharu Dī Tīchi), better known asBlackbeard (黒ひげ,Kurohige), is the captain, later commodore (admiral in the Japanese version), of theBlackbeard Pirates. As a member of theWhitebeard Pirates, he killed his crewmateThatch to get hold of the Devil Fruit he has sought for several decades, the Dark-Dark Fruit (ヤミヤミの実,Yami Yami no Mi). It grants him the ability to create and control black holes, which are represented as flowing darkness, as well as the ability to disable the Devil Fruit powers of others, as long as he is touching the person.
For betraying Whitebeard's crew and the murder of his crewmate, he is pursued byAce who eventually confronts him.[ch. 159,440f.] After defeating Ace and turning him in to theWorld Government, he is appointedCrocodile's replacement as one of theSeven Warlords of the Sea, a position he promptly abuses to expand his crew with prisoners fromImpel Down and resigns once he is finished.
After killingWhitebeard with the help of his new crew, Blackbeard somehow adds his former captain's Devil Fruit ability to his own and manages to take Whitebeard's place as one of theFour Emperors.[ch. 486,576f.,650]
The character is based on and named after the historical pirateEdward "Blackbeard" Teach.[ch. 474] In the Japanese anime television series, his voice actor isAkio Ōtsuka.[39] In its Funimation English adaptation, his voice was supplied by Cole Brown until his death in November 2016, being replaced byChris Rager.
The Ten Titanic Captains (10人の巨漢船長,Jū-nin no Kyokan Senchō) are the top officers of the Blackbeard Pirates who are second only to Blackbeard by command and are listed in order of who commands each ship in order of appearance.
Jesus Burgess (ジーザス・バージェス,Jīzasu Bājesu) is the crew's helmsman who is very strong. He is the captain of the crew's first ship. Burgess has the epithet of "Champion". He was later revealed to have consumed a Devil Fruit called the Strong-Strong Fruit that gives him super-strength.

Shiryu (シリュウ,Shiryū) is Impel Down's deposed chief jailer who becomes the captain of the crew's second ship and later gainedAbsalom's invisibility.[ch. 576] He has the epithet of "Of the Rain". Shiryu is voiced byTakayuki Sugō in the original Japanese version and by Matt Thurston in the Funimation dub.
Van Augur (ヴァン・オーガー,Van Ōgā) is the crew's marksman. Augur is the captain of the crew's third ship. He has the epithet of "The Supersonic". He was later revealed to have consumed a Devil Fruit called the Warp-Warp Fruit that enables him to teleport himself and other people.

Avalo Pizarro (アバロ・ピサロ,Abaro Pisaro) is a 16 ft. man who was the tyrannical former king of a kingdom in the North Blue who Blackbeard sprung from Impel Down. He is the captain of the crew's 4th ship. Pizarro has the epithet of "Corrupt King". He later gained the powers of the Isle-Isle Fruit which allows him to fuse with the environment of the island they are on.[ch. 1080]
Pizarro is voiced byKazunari Tanaka in earlier episodes andMasaya Takatsuka in later episodes of the original Japanese version. In the Funimation dub, he is voiced by Greg Silva.
Lafitte (ラフィット,Rafitto) is an exiledpolice officer from the West Blue, who serves as the crew's navigator and chief of staff. He is the captain of the crew's 5th ship. Laffitte has the epithet of "DemonSheriff". He is later implied to have consumed a Devil Fruit that enables him to sprout bird-like wings.

Catarina Devon (カタリーナ・デボン,Katarīna Debon) is an 11 ft. woman and former inmate of Impel Down who can turn into aKyubi no Kitsune or a Kyubi no Kitsune-human hybrid with the powers of the Dog-Dog Fruit: Model Nine Tailed Fox (イヌイヌの実 モデル九尾の狐, Inu Inu no Mi, Model: Kyubi no Kitsune), which also grants her the ability to transform into other people. She is the captain of the crew's 6th ship. Devon has the epithet of "Crescent Moon Hunter".

Sanjuan Wolf (サンファン・ウルフ,Sanfan Urufu) is the biggest giant whose 519 ft. size comes from the ability of the Huge-Huge Fruit.[ch. 1080] After Blackbeard sprung him from Impel Down, He is the captain of the crew's 7th ship, and has the epithet of "Colossal Battleship" and was big enough to stand in certain parts of the ocean which would get him exhausted over time.

Vasco Shot (バスコ・ショット,Basuko Shotto) is an 18 ft. legendary criminal with a love ofalcoholic beverages. He is the captain of the crew's 8th ship. Shot has the epithet of "Heavy Drinker". He later gained the powers of the Glug-Glug Fruit, though its powers are currently unclear.[ch. 1080]

Doc Q (ドクQ,Doku Kyū),[ch. 234] is the crew's sickly physician. He is the captain of the crew's 9th ship, and has the epithet of "Death God" or "Grim Reaper". Doc Q is later revealed to have consumed a Devil Fruit called the Sick-Sick Fruit that enables him to inflict diseases on anyone.

Stronger (ストロンガー,Sutorongā) is Doc Q's equally sickly horse who serves as Doc Q's mode of transportation due to Doc Q being too sickly to get around.[ch. 223] He is later revealed to have consumed a Devil Fruit called the Horse-Horse Fruit: Model Pegasus that enables him to become aPegasus.
Kuzan (クザン), formerly known as AdmiralAokiji (青雉, lit. "Blue Pheasant"), was a seemingly lazy but morally uprightnaval officer with the ability of the Logia-type Chilly-Chilly Fruit (ヒエヒエの実,Hie Hie no Mi), which allows him to generate, control, or becomeice.[ch. 319f.,393] On his retirement,Sengoku advocates for Aokiji to succeed him as fleet admiral.[ch. 594] Aokiji duels withAkainu for the position, but loses. Not wanting to serve under Akainu, he leaves the Navy thanks to his disillusionment with the World Government's Absolute Justice. He joins theBlackbeard Pirates soon after for unknown reasons[ch. 650] and becomes the captain of the crew's 10th ship.[ch. 1081] Aokiji's appearance is modeled afterYūsaku Matsuda.[ch. 558]
He is voiced byTakehito Koyasu.[40] In the Funimation English adaptation, his voice is initially supplied by Bob Carter and was later voiced byJason Douglas.[41]
The Big Mom Pirates (ビッグ・マム海賊団,Biggu Mamu Kaizokudan) are the crew led by the member of theFour Emperors,Charlotte Linlin. Each of its members are named after foods and are themed after differentfairy tales. Some of them are minsters of different things at the different islands of Totto Land.
TheSun Pirates and theFiretank Pirates are former subordinates of the crew.
Charlotte Linlin (シャーロット・リンリン,Shārotto Rinrin), better known as Big Mom (ビッグ・マム,Biggu Mamu), is the 28 ft. captain of theBig Mom Pirates, the matriarch of the large Charlotte Family (シャーロット家,Shārotto-ke) and the queen of Totto Land, where she rules with her 46 sons and 39 daughters.
In her childhood, she was abandoned by her parents for being too big and was raised by Mother Carmel (マザー・カルメル,Mazā Karumeru), a nun who inspired her to create a kingdom and a family in which all the races of the world live together. At some point, Big Mom earned the ire of the giants after her eating disorder forsemla during a fast before the Winter Solstice led to her rampage throughout Elbaph which injured many giants. She has repeatedly tried to reconcile with the giants, but to no avail. It is because of this that she has been unable to get some giants to live in her established archipelago Totto Land where all races would co-exist with each other. Big Mom even contactedCaesar Clown to make her some artificial giants.
Her children have ranged from twenty-two single children, eleven sets of twin children, six sets of triplet children, two sets of quadruplet children, one set of quintuplet children, and one set of decuplet children. None of her children are safe from her wrath. Her daughter Charlotte Praline is a member of the Sun Pirates while Charlotte Chiffon is a member of the Firetank Pirates.
Big Mom is also the only female member of theFour Emperors, and a former member of theRocks Pirates. She currently has the second-highest bounty of any pirate after Kaido, with a bounty of4,388,000,000.[35]
Big Mom possesses the power of the Soul-Soul Fruit, which previously belonged to Carmel, with which she can give life to objects or make animals act like humans by giving them a fragment of a person's soul transforming them into Homies. Big Mom is capable of utilizing all three types of Haki and is capable of using the advanced application for both and Haoshoku and Busoshoku Haki.
During the fight in Wano Country, Big Mom was defeated by Eustace Kid and Trafalgar D. Law and fell into a volcano. It is unknown if she survived or not.
Big Mom isToshiko Fujita in Episode 571 of the original Japanese version and byMami Koyama in later episodes starting in Episode 786 of the original Japanese version. In the Funimation dub, she is voiced by Pam Dougherty.

Buggy's Band of Pirates (バギー海賊団,Bagī Kaizokudan) is acircus-themed group of pirates led byBuggy the Clown, one of the Seven Warlords after the 2-year timeskip. Following Buggy's escape fromImpel Down, the Buggy Pirates are joined by some of his fellow escapees.[ch. 593] With the collapse of the Warlords system, all former Warlords become wanted once again, but when the Marine attack on Buggy commences, by pure coincidence,Sir Crocodile andDracule Mihawk arrive, making the Marines and Buggy's crew think the two other ex-Warlords are in Buggy's command. Crocodile and Mihawk ultimately agree to let Buggy take the public face of their new organization, Cross Guild (クロス・ギルド,Kurosu Girudo), as its president and figurehead while the other two are the actual heads. Cross Guild has quickly become so powerful, they now offer their own bounties against the Marines.[ch. 1056,1058]
Buggy (バギー,Bagī) is a pirate with a preference for fighting with knives, a love of cannons, and a prominent red nose. While a junior member of theRoger Pirates, he gets hold of a devil fruit and a treasure map, intending to sell the fruit and search for the treasure, butShanks accidentally causes him to swallow the fruit and drop the map into the sea, earning Buggy's resentment.[ch. 19,434] Having consumed the Paramecia-type Chop-Chop Fruit (バラバラの実,Bara Bara no Mi), Buggy can separate his body into levitating parts and control them independently as long as they remain close, and at least one of his feet is on the ground. This ability also makes him immune to cutting attacks which will only separate him into parts.[ch. 526f.] Following the Roger Pirates' dissolution, Buggy becomes captain of theBuggy Pirates and achieves limited notoriety as "Buggy the Clown" (道化のバギー,Dōke no Bagī).[ch. 9] Eventually his involvement in the first mass breakout ofImpel Down, and the Paramount War, earns him a sizable following of escapees and worldwide infamy as "The Genius Jester" (千両道化,Senryō Dōke), and a seat among theSeven Warlords of the Sea.[ch. 549,700]
In the anime series, his voice actor isShigeru Chiba.[1] In the 4Kids dub, he is voiced byDavid Wills.[42] In the Funimation dub, his voice is supplied byMike McFarland.[3]
Oda said that Buggy is his favorite antagonist, because of all of them he is the easiest to draw.[43] Buggy has received much praise and criticism. Carl Kimlinger of Anime News Network said that Luffy's fight with Buggy "sets the series' precedent for battles that are simultaneously tense and hilarious".[44] Jacob Hope Chapman of the same site said that seeing Buggy during the Jaya Arc was "entertaining".[45] Bryce Coulter of Mania Entertainment praised Chibi Buggy's Adventure as one of the best arcs, and Buggy for his "slap-stick humour" and "Voltron-esque combining sequence".[46] He was "disappointed" that Buggy, Smoker, and the Strawhats did not have a conflict at sea.[47] On Luffy and Buggy's alliance in Impel Down, Chris Beveridge said, "the two do make an amusing pairing as their flight through the first level goes on". He went on to say, "he never really cared for Buggy", but the Impel Down arc turned him into an "engaging character".[48] He said that he believes that Buggy is being set up as a regular character because he was "afraid he might lose him".[49] Pedro Cortes ofJapanator said, "Buggy is always good for a laugh, so his bit was a welcomed respite from the oppressive marines beating down Luffy and the Whitebeard pirates."[50]
"Sir" Crocodile (サー・クロコダイル,Sā Kurokodairu), is a pirate with the ability of the Logia-type Sand-Sand Fruit (スナスナの実,Suna Suna no Mi), allowing him to generate and controlsand,[ch. 170] absorb moisture with his right hand,[ch. 201] and, as long as he is not wet, turn his body into sand.[ch. 199] He wears a large golden alloy hook in place of a left hand,[ch. 160] which contains a potent poison and a dagger underneath.[ch. 204] Initially a member ofThe Seven Warlords of the Sea,[ch. 113] his title is revoked by Tashigi when it is discovered that he, under the code name of "Mr. 0" (ミスター・ゼロ,Misutā Zero),[ch. 127,211] head the criminal organization known asBaroque Works as president, attempted acoup of Alabasta. He was subsequently arrested after he was defeated by Luffy.[ch. 113]
Sometime after the mass-prison break at Impel Down, Crocodile later found theCross Guild along withMihawk and becomes one of its chief officers.[ch. 1058]
In the original Japanese series, he is voiced byRyūzaburō Ōtomo.[51] In the 4Kids adaptation, Crocodile is voiced byDavid Brimmer.[52] In the Funimation English adaptation, his voice is supplied byJohn Swasey.[41]

Dracule Mihawk (ジュラキュール・ミホーク,Jurakyūru Mihōku), also called "Hawk-Eye" Mihawk (鷹の目のミホーク,Taka no Me no Mihōku), is a pirate who is one of the formerSeven Warlords of the Sea and the strongest swordsman in theOne Piece universe.[ch. 50,52,69] His primary weapon is aGrosse Messer that Mihawk calls Yoru. He also often carries around a dagger that he conceals in a crucifix pendant. His personal ship is called the Hitsugibune, an all-black boat that resembles a coffin and has candles lit on the edges that burn with green fire.[ch. 50,?] The Hitsugibune's mast is notable for the fact that it is shaped like Yoru.
Physically, in the manga, anime, and live action, Mihawk is a tall man with pale skin and black hair (generally has distinctive side burns and a beard), a muscular build, and a generally deadpan expression. His most distinctive physical trait are his yellow-and-black eyes, which are the source of his nickname "Hawk-Eye" Mihawk. Mihawk commonly wears a white shirt and a black coat and hat with red as a secondary coloring.
Mihawk is a loner and solitary in his nature. He has a deadpan and reserved demeanor that fully matches his general expression. Unlike many pirates in the world of One Piece, Mihawk does not have a crew and usually travels and lives alone. Mihawk is very self-confident in his abilities and his status as the world's greatest swordsman, but he is always eager to test his abilities against new opponents and has an equal level of appreciation for the skills and work ethics of others for his own and is not arrogant. For example, Mihawk is one of the few people to actually respect Luffy's abilities and ambitions and sees him as a capable and brave warrior instead of a foolhardy boy/young man many of Luffy's enemies mistakenly believe him to be.
Due to his dream of becoming the world's greatest swordsman,Zoro aims to one day defeat Mihawk in a duel. Zoro first challenged Mihawk to a duel to the death when the latter was hunting the pirate captain Don Krieg at Baratie and lost, though Mihawk deemed that despite not being a worthy opponent for him at that point, Zoro would be able to grow into a worthy competitor given the time and allowed him to live. Mihawk even trained Zoro during the series' two year time jump due to a combination of reasons: he was humored by the concept of training a man who sought to one day kill him and take his title and he respected Zoro's dedication to his craft and his skill and for putting aside his pride so that he could help Luffy and his friends by continuing to hone his skills as a combatant. After the Warlord system is abolished Mihawk created theCross Guild withCrocodile which he still operates at the present time in the show.[ch. 1058]
Takeshi Aono provided his voice in the anime until 2010,[9] after which he was replaced byHirohiko Kakegawa.[53] In the 4Kids English adaptation, he is voiced byWayne Grayson.[54] In the Funimation English adaptation, his voice is supplied byJohn Gremillion.[3]
Dracule Mihawk is portrayed by Steven John Ward as an adult and by Theo Le Ray during his younger days in the live-action adaptation ofOne Piece.
Daz Bones (ダズ・ボーネス,Dazu Bōnesu), code named Mr. 1 (ミスター・ワン,Misutā Wan), the highest-ranking male Officer Agent ofBaroque Works whose body possesses the qualities of bladed steel thanks to the powers of the Dice-Dice Fruit, and his partner wasMs. Doublefinger.[e][ch. 190,533]
Mr. 1 is voiced byTetsu Inada in the original Japanese version and byScottie Ray andBrett Weaver in the 4Kids and Funimation dub respectively.
Galdino (ギャルディーノ,Gyarudīno), better known under hisBaroque Works code name "Mr. 3" (ミスター・スリー,Misutā Surī) and an Officer Agent of the organization, is asculptor with the ability of the Paramecia-type Wax-Wax Fruit (ドルドルの実,Doru Doru no Mi), which allows him to generate and control candle wax.[ch. 120,532] Following the dissolution of the organization, he was captured and taken to Impel Down, where he joined Buggy to escape, then participated in the Marineford War, and subsequently joined Buggy's crew.
He is voiced byNobuyuki Hiyama in the original Japanese version of the franchise. In the English versions of the series, he is voiced by Tom Souhrada in the 4Kids dub[52] and byDuncan Brannan in the Funimation dub.[55]
Alvida (アルビダ,Arubida) is introduced as the fat captain of the Alvida Pirates until she was defeated byLuffy. When she later resurfaced and sided with Buggy following the dissolving of her pirate crew, Alvida gained the powers of the Slip-Slip Fruit which makes her slippery as she also claimed that all her body fat slipped off her.[ch. 50,98]
Alvida is voiced byYōko Matsuoka in the original Japanese version except inGrand Battle! Rush where she was voiced by Yuko Tachibana. In the 4Kids and Funimation dubs, she is voiced byKathleen Delaney and Laurie Steele respectively.
Mohji (モージ,Mōji) is Buggy's first mate and is abeast tamer.

Kinoko (キノコ,Kinoko) is a large, corpulent man and former prisoner of Impel Down's Level 5 who sided with Buggy the Clown during the mass prison break.
The Red-Haired Pirates (赤髪海賊団,Akagami Kaizokudan) are led by"Red-Haired" Shanks. Members in the crew include:
"Red-Haired" Shanks (赤髪のシャンクス,Akagami no Shankusu) is a pirate and the captain of the Red Haired Pirate crew.[ch. 434] When he was young Shanks was an apprentice of the late Pirate KingGol D. Roger and notably served as an apprentice with fellow pirateBuggy the Clown. As an adult Shanks formed his own crew of pirates called theRed-Haired Pirates which were named after his distinctive crimson-colored hair.[ch. 19,434,506] He is a mentor and hero to Luffy, having known Luffy since the latter was a young child. When Luffy was seven, Shanks saved his life from a sea serpent-type Sea King which cost Shanks his left arm and caused that Sea King to become frightened of him. When the Red Haired Pirates left Luffy's hometown of Foosha Village Shanks gave the boy his straw hat that had in turn been passed down to him from Gol D. Roger and instructed Luffy to return the hat to him when he had become a great pirate. Shanks eventually becomes one of the Four Pirate Emperors.[ch. 1,432] Shanks currently has a bounty of4,048,900,000.[35]
Shanks is one of the most powerful characters in the series. While Shanks' combat feats are more limited in comparison to other characters in One Piece, he has been shown and stated to be quite a dangerous combatant, with him defeating effortlessly characters like Eustass Kid, Admiral Akainu and Blackbeard flat-out refusing to face him, and him being a rival to Dracule Mihawk in their youths. Shanks is able to use all three forms of Haki: Haoshoku/Conqueror, Busoshoku/Armament, and Kenbunshoku/Observation and is one of three known characters in the series to be able to use the advanced forms of all three types of haki, with the other two being Luffy and Kaido. Notably, Shanks used Conqueror's Haki during Wano to make Marine Admiral Greenbull feel immense pain and retreat from battle despite Shanks being miles away from Greenbull's location. He has used Armament Haki to make his sword easily withstand a blow from Admiral Akainu, who has magma manipulation abilities and is capable of punching someone with fists of pure magma. He has used Observation Haki to both pinpoint the location from an opponent from miles away numerous times, notably in Wano and Elbaph, and has minor precognitive abilities through the usage of his Observation Haki. Shanks also possesses limited pyrokinetic abilities as he is capable of setting the blade of his sword Gryphon alight with fire and using it to fight his enemies. Shanks' Haki is visually represented as red and black lightning-like energy and is even powerful enough to impact material items as when he used Conqueror's Haki to weaken Whitebeard's crew, their ship started to damage in his presence.
Shanks would later be revealed to be the younger twin brother ofFigarland Shamrock as revealed during the "Elbaph Arc".

Ben Beckman (ベン・ベックマン,Ben Bekkuman) is the first mate of the Red-Haired Pirates.
Ben Beckman is voiced byKazuyuki Sogabe in Episode 4 of the original Japanese anime,Kenichi Ono inGrand Battle! Rush!, and byAruno Tahara starting in Episode 151. In the 4Kids dub, he is voiced by Andrew Paull. In the Funimation dub, he is voiced by Shean Hennigan.
Lucky Roux (ラッキー・ルウ,Rakkī Ruu) is a large cook and combatant who is one of the Red-Haired Pirates' senior officers. He is often seen eating a rack of meat. Lucky Roux was the one responsible for finding the Gum-Gum Fruit that was eaten by Monkey D. Luffy.

Yasopp (ヤソップ,Yasoppu) is a senior officer in and the main sniper of the Red-Haired Pirates. Yasopp is also the father ofUsopp (and the husband of Usopp's late mother Bachina), who like his father before him becomes the sniper of a pirate crew when he joins the Straw Hats. Yasopp notably wears a blue bandana with his name on it.

The Whitebeard Pirates (白ひげ海賊団,Shirohige Kaizokudan) are a group led byWhitebeard and sixteen division commanders, each in charge of one hundred men.[56]
Former memberBlackbeard leaves and startshis own crew after murdering Thatch.[ch. 440]Kozuki Oden was part of this group once when he led the second division as its original commander.
Following Whitebeard's death at the hands of the Blackbeard Pirates, some of its remnants went into hiding after failing to avenge his death.
Edward Newgate (エドワード・ニューゲート,Edowādo Nyūgēto), better known asWhitebeard (白ひげ,Shirohige), is the captain of theWhitebeard Pirates and one of theFour Emperors who comes from the island of Sphinx.[ch. 432,474] He is a large and burly old man who fights with anaginata as his weapon and uses the ability of the Paramecia-type Tremor-Tremor Fruit (グラグラの実,Gura Gura no Mi) to create shock waves powerful enough to cause earthquakes andtsunamis.[ch. 434,552] Whitebeard was capable of utilizing all three types of Haki. and was capable of using the advanced application for both and Haoshoku and Busoshoku Haki. He is regarded as the world's strongest man and the only one to have matchedGol D. Roger in combat.[ch. 233f.] He considers all of his crewmen as his sons and protects them with all his might.[ch. 434] After his crew memberPortgas D. Ace is sentenced to death, he declares war on the Marines and attacks their stronghold with his fleet. Eventually after being badly wounded in the war, he is killed by theBlackbeard Pirates just before he proclaimed that the One Piece is real and that it indeed exists. After Whitebeard's death, Blackbeard uses an unknown method to steal his Devil Fruit power.[ch. 576] At the time of his death, Whitebeard held a bounty of5,046,000,000, the second-highest bounty ever for a pirate after Roger.[35]
In the original Japanese series, he was originally voiced byKinryu Arimoto, until his death on February 1, 2019, and was replaced byRyūzaburō Ōtomo.[32] In the Funimation English adaptation, his voice is supplied byR Bruce Elliott.[33]
Portgas D. Ace (ポートガス・D・エース,Pōtogasu Dī Ēsu), also called "Fire Fist" Ace (火拳のエース,Hiken no Ēsu), is the second division commander of theWhitebeard Pirates, captain of the Spade Pirates, andLuffy's older brother.[ch. 157,159] He is the son ofGol D. Roger (ゴール・D・ロジャー, Gorū Dī Rojā) andPortgas D. RougePortgas D. Rouge (ポートガス・D・ルージュ,Pōtogasu Dī Rūju).[ch. 525,550] Having eaten the Logia-type Flare-Flare Fruit/Flame-Flame Fruit (メラメラの実,Mera Mera no Mi), Ace is capable of manipulating, creating, and transforming into fire.[ch. 159] Ace was capable of using utilizing all three types of Haki.[ch. 587] Eventually, after being saved from execution, he shields Luffy fromAkainu's magma attack at the cost of his own life.[ch. 574] He is buried on an unnamed island in the New World alongside his captainWhitebeard.[ch. 590]
He is voiced byToshio Furukawa, while he is voiced byDaisuke Sakaguchi as a child.[14] In the 4Kids English adaptation, his names are changed to Portgaz D. Trace and "Heat Fist" Trace, and he is voiced by Jesse Hooker.[57] In the Funimation English adaptation, his name is spelled Portgas D. Ace, and his voice is supplied byTravis Willingham.[33]
Marco "The Phoenix" (不死鳥のマルコ,Fushichō no Maruko) is the 1st division commander who can transform into aphoenix or phoenix-human hybrid thanks to the powers of the Bird-Bird Fruit: Model Phoenix. He is a skilled user of Haki.[ch. 434,554]
Marco is voiced byMasakazu Morita in the original Japanese version. In the Funimation dub, he is voiced by Bill Jenkins in Episode 151 and by Kyle Phillips starting in Episode 316.
"Diamond" Jozu (ダイヤモンド・ジョズ,Daiyamondo Jozu) is the 3rd division commander who can turn parts of his body into diamond thanks to the powers of the Twinkle-Twinkle Fruit.[ch. 553]

Thatch (サッチ,Satchi) is the 4th division commander. He was killed by Blackbeard during his secession from the Whitebeard Pirates.

The World Government (世界政府,Sekai Seifu) is a global regime that rules over the world ofOne Piece and is affiliated with over 170 nations from around the world[ch. 398] led publicly by theFive Elders, but is secretly led byImu. Eight centuries after its foundation by a group of twenty kings known as the First 20 (最初の20人,Sekai Seifu),[ch. 497] their descendants, theCelestial Dragons, live luxurious lives and abuse their power.[ch. 498] The World Government is portrayed in the series as a corrupt, oppressive entity if not an outright authoritarian oligarchy, specifically its implementation of Absolute Justice (絶対的正義,Zettai-Teki Seigi), its censorship and suppression of academia and history like the 100-Year Void (空白の100年,Kūhaku no Hyaku-nen, Void Century) and the Bloodline Elements (血統因子,Kettō Inshi, Lineage Factor) for example, the depravity and cruelty of the aforementioned Celestial Dragons and their abuse of power, and its fabrication of the Empty Throne (虚の玉座,Kara no Gyokuza) which is said that not a single person from any of the nineteen families of Celestial Dragons can rule the world.[ch. 396][ch. 763][ch. 907][ch. 908] Its capital is the holy land of Marijoa (マリージョア,Marījoa, Mary Geoise) where its headquarters is Pangaea Castle (パンゲア城,Pangea-jō), the top leaders of the Government such as Imu, the Five Elders, theHoly Knights' highest-ranking officers like their supreme commanderGarling, and the commander-in-chiefKong reside and govern, is the jurisdiction of the aforementioned Holy Knights,[ch. 1054] is the home of the Celestial Dragons, and the royals of nations that are members of the Government assemble in Pangaea Castle to host the Reverie (世界会議,Reverī, Levely).[ch. 906] The Government also has complete control over other branches, subsidiaries, and agencies specifically military forces such as the Holy Knights,Navy, andSeven Warlords of the Sea and agencies likeCipher Pol to enforce its reign and policies. Its greatest enemies are pirates andrevolutionaries. The latter of which directly opposes the World Government and are led by the infamousDragon.
Imu (イム) is the true highest authority of theWorld Government, making them the shadow leader of the world who occupies the Empty Throne of Pangaea Castle. Their existence is kept secret from the world and much within the Government that if anyone witnesses their existence, they are assassinated.[ch. 908][ch. 1085] Imu is shown to have great cruelty and apathy for example when they destroy the kingdom of Lulusia solely because they want to test the weapon's capabilities and it happens to be the nearest country.[ch. 1086] They are rather childish, speaking in third person calling themselves "Mu", and seems to hold a really intense hatred towards those who bear the "Will of D". Imu seems to have eaten a yet-to-be-identified Mythical Zoan which they are able to assume the form of an enormous, beast-like, yet humanoid creature capable of consuming fire, as well as make it resemble a sharp-pointed, arrowhead-shaped appendage or a tentacle used for piercing, strong enough to mortally wound someone, which they use to try to killKing Cobra after suddenly interrupting his meeting with the Five Elders and finding out the Alabastan royal family were part of the D clan all along.
The Five Elders (五老星,Gorōsei) are a council of older men who are the official highest authorities of theWorld Government, making them the leaders of the world,[ch. 233] and the highest-rankingCelestial Dragons[ch. 907] with each of them being in charge of a political field in the Government. They all gather at the Hall of Power (権力の間,Kenryoku no Ma, Room of Authority) of Pangaea Castle where they meet with those who have been granted an audience. The Elders are greatly concerned about protecting the unbalanced world from the influence of piracy and preserving the World Government's public image, even goes as far as covering up its tyrannical nature and reputation from the general public. They and the rest of the World Government even pay no mind to the atrocities against countries affiliated with them committed by two of the Seven Warlords of the SeaCrocodile andDonflamingo. While they are publicly the heads of the World Government, in reality, however, the only person they secretly answer to is Imu with extreme loyalty.[ch. 907] The Five Elders can make use of a magical transformation circle ability called Abyss.
They all ate Mythical Zoan Devil Fruits which allow them to transform into enormous, monstrous creatures which they all appear in their fruits' Awakened abilities and are basedEast Asian mythology and folklore.
During the events of the Egghead Incident, all Elders had to go to Egghead to stop a pre-recorded broadcast that activated afterDr. Vegapunk's death by the hands of AdmiralKizaru in theMarines' invasion while having to contend with theStraw Hat Pirates and theGiant Warrior Pirates.
St. Jaygarcia Saturn (ジェイガルシア・サターン聖,Jeigarushia Satān Sei)[ch. 1073] was the Godhead of Science & Defense (科学防衛武神,Kagaku Bōei Bushin, Warrior God of Science & Defense) in theWorld Government,[ch. 1086] who ate a yet-to-be-identified Mythical Zoan Devil Fruit that allows him to transform into agyuki (an ox/spiderYōkai) or a gyuki-human hybrid. In the aftermath of the Egghead Incident, Saturn was killed by Imu for letting "Joy Boy" get away leaving only his skeleton behind. He is replaced by Garling as one of the Five Elders.[ch. 1125]

St. Figarland Garling (フィガーランド・ガーリング聖,Figārando Gāringu Sei) is the supreme commander of the Holy Knights, a member of the Figarland Family (フィガーランド家,Figārando-ke) ofCelestial Dragons, and was a champion during the God Valley Incident (ゴッドバレー事件,Goddo Barē Jiken) who is given the authority to pass judgment on others even on his fellow Celestial Dragons.[ch. 1086]
In the aftermath of the Egghead Incident, he was chosen by Imu to replace Saturn as the new Godhead of Science & Defense (科学防衛武神,Kagaku Bōei Bushin, Warrior God of Science & Defense), becoming one of the Five Elders.[ch. 1125]
St. Marcus Mars (マーカス・マーズ聖,Mākasu Māzu Sei) is the Godhead of Environment (環境武神,Kankyō Bushin, Warrior God of Environment) in theWorld Government,[ch. 1086] who ate a yet-to-be-identified Mythical Zoan Devil Fruit that allows him to transform into anitsumade (an eerie reptilian bird Yōkai) or an itsumade-human hybrid.
Mars is voiced byKeiichi Sonobe in earlier episodes of the original Japanese version and byMasato Hirano starting in Episode 277 of the original Japanese version. In the Funimation dub, he is voiced by Randy Pearlman.
St. Topman Warcury (トップマン・ウォーキュリー聖,Toppuman Wōkyurī Sei) is the Godhead of Justice (法務武神,Hōmu Bushin, Warrior God of Justice) in theWorld Government,[ch. 1086] who ate a yet-to-be-identified Mythical Zoan that allows him to transform into afengxi (a four-tusked wild boar demon) or a fengxi-human hybrid.

St. Ethanbaron V. Nusjuro (イーザンバロン・V・ナス寿郎聖,Īzanbaron Bui Nasujurō Sei) is the Godhead of Finance (財務武神,Zaimu Bushin, Warrior God of Finance) in theWorld Government,[ch. 1086] who ate a yet-to-be-identified Mythical Zoan that him to transform into abakotsu (a flaming skeletal horse Yōkai) or a bakotsu-human hybrid.

St. Shepherd Ju Peter (シェパード・十・ピーター聖,Shepādo Jū Pītā Sei) is the Godhead of Agriculture (農務武神,Nōmu Bushin, Warrior God of Agriculture) in theWorld Government,[ch. 1086] who ate a yet-to-be-identified Mythical Zoan that allows him to transform into asandworm or a sandworm-human hybrid that has a vacuum breath and regeneration abilities.

The Holy Knights (神の騎士団,Kami no Kishidan, God's Knights) are an order of elite knights under the command of Garling who operates within Marijoa.[ch. 1086] They are the only authorized military, law enforcement, and security force in theWorld Government higher than even the Navy itself. One of their responsibilities is to sort disputes between Celestial Dragons.[ch. 1054] Like the Five Elders, they can make use of the magical Abyss ability. According to Jaguar D. Saul, the Holy Knights possess immortality.
Figarland Shamrock (フィガーランド・シャムロック,Figārando Shamurokku) is a commander of the Holy Knights, a Celestial Dragon of the Figarland Family, and Garling's son who sports some of the traits that Red-Haired Shanks has since Shanks is his younger twin brother. He and Gunko were sent to Elbaph in attempt to recruit the imprisoned Loki into the Holy Knights and have his nation join under the banner of the World Government.
Figarland Shamrock is revealed to have a saber named Cerberus that "ate" a Devil Fruit that enables it to turn into aCerberus, a Cerberus-sword hybrid, or its Awakened Form. After revealing his relation to Shanks, he showed off his saber's power to Loki and leaves it attack Loki while Shamrock and Gunko leave to prepare to summon another Holy Knight in a plot to gain leverage over Elbaph's giants by targeting their children. They gain the assistance of Shepherd Sommers and Rimoshifu Killingham
Gunko (軍子,Gunko) is a Holy Knight who had eaten the Arrow-Arrow Fruit that enables her to emit arrow-headed bandage strips. She along with Shamrock were sent to Elbaph in an attempt to recruit the imprisoned Loki to Imu's side. In addition, Gunko also has an ability to regenerate as seen when her upper body rebuilds itself upon being hit by Usopp's Pop Greens.
Shepherd Sommers (ソマーズ聖,Somāzu Sei) is a muscular, elderly Holy Knight and a Celestial Dragon of the Shepard Family who was summoned to Elbaph by Shamrock to assist in the plot to kidnap Elbaph's children. He was revealed to have eaten the Thorn-Thorn Fruit that enables him to generate thorny vines from their body and bind any target of his choosing where any attempt by someone to interact with the target will cause them to be harmed by the thorns. During the confrontation with some of the Straw Hats and some of the giants, Sommers defeated Kiba, Ange, and Jaguar D. Saul and makes a negative comment about King Harald complicating the World Government's plans by making the giants of Elbaph pacifists. Using a stolen Transponder Snail, Sommers then addresses all of Elbaph that he and his fellow Holy Knights have their children, informs Jarul that the Holy Knights want the giants as their slaves in battle, wants the giants to destroy their libraries and schools, and to swear their loyalty to them. During Sommers' fight with Nico Robin, Scopper Gaban cuts off Sommers' right arm which doesn't regenerate before slashing him across the chest as a terrified Sommers recognizes him.
Rimoshifu Killingham (キリンガム聖,Kiringamu Sei) is a clumsy and narcoleptic Holy Knight and a Celestial Dragon of the Rimoshifu Family who ate the Dragon-Dragon Fruit: Model Qilin that enables him to turn into aQilin, a Qilin-human hybrid, or its Awakened form where he is always in the latter. He was summoned to Elbaph by Shamrock to assist in the plot to kidnap Elbaph's children. As another ability of his Devil Fruit when the plot begins, Killingham made a bunch of giant children fall asleep and sleepwalk to a specific location while also manifesting their nightmares as real monsters.
The World Nobles (世界貴族,Sekai Kizoku), also known as the Celestial Dragons (天竜人,Tenryūbito, lit. "Heavenly Dragon Folk"), are a group of aristocratic elites that make up nineteen bloodlines residing in Marijoa[ch. 142] and are descendants of the First 20 with the exception of the Nefertari Family. However, due to their connection to theWorld Government, they constantly abuse their power and despise the people below them (referring to them as "commoners") to the point of wearing enclosed helmets with supplied oxygen so as not to breathe the same air as them.[ch. 499]
St. Roswald (ロズワード聖,Rozuwādo Sei, St. Rosward) is the father of Charlos and Shalria who along with his children are encountered by the Straw Hats on the Sabaody Archipelago.

St. Charlos (チャルロス聖,Charurosu Sei) is Roswald's son and Shalria's older brother who is spoiled and bratty, and encountered by the Straw Hats on the Sabaody Archipelago.

Cipher Pol (サイファーポール,Saifā Pōru) is a series ofintelligence agencies who do investigations, espionage, and assassinations for theWorld Government.
Cipher Pol Number 9 (サイファーポールナンバーナイン,Saifā Pōru Nanbā Nain), abbreviated as CP9 (シーピーナイン,Shī Pī Nain), is the secret, ninth unit of theWorld Government'sintelligence agency Cipher Pol based at Enies Lobby (エニエスロビー,Eniesu Robī), one of the World Government's three strongholds.[ch. 346] Specializing in assassination,[ch. 382] they utilize a weapon-themed martial art called the Six Powers (六式,Rokushiki).[ch. 347]Some agents of CP9 worked undercover onWater 7 for several years, Rob Lucci and Kaku working as shipwrights at the Galley-La Company, Kalifa as Iceberg's secretary, and Blueno as a bartender.
Despite their failure at Enies Lobby to get Nico Robin to the Gates of Justice, Spandam is hospitalized and the top agents of CP9 defeated by the Straw Hats and branded as fugitives by the World Government, they are eventually promoted to intoCP0.

Cipher Pol Aigis 0 (サイファーポールイージスゼロ,Saifā Pōru Ījisu Zero), abbreviated as CP-0 (シーピーゼロ,Shī Pī Zero), is theWorld Government's more secretive, elite enforcement unit and the strongest agency in Cipher Pol. Unlike other Cipher Pol agencies that are under the control of the World Government, CP-0 operates directly under the command of the Celestial Dragons. While much isn't known about its individual agents and their abilities, they have demonstrated to be masters of Six Powers, much like agents from CP9, and also experts in Haki. Agents who wear masks are among the best combatants of the agency and are stated to be in a league of their own.[ch. 1031]
It is said that when CP-0 is active, world-shaking events are about to occur.[ch. 1068]

Impel Down (インペルダウン,Inperu Daun) is one of three strongholds of theWorld Government and the world's greatestsupermax prison where most of it is submerged underwater and surrounded by Sea Kings. In addition, any inmate with Devil Fruit powers are kept in special cells that are made of seastones. Impel Down has been split into different levels, with each having a hole that leads down to the next level.[ch. 525] Monkey D. Luffy once entered Impel Down when looking for Portgas D. Ace only to later learn that he was shipped off to Marineford to be executed. This prison is the sight of its one and only mass breakout caused by Monkey D. Luffy as both Buggy the Clown and theBlackbeard Pirates gained some recruits from the escaping inmates while others joined theRevolutionary Army.

TheNavy[f] (海軍,Kaigun, Marines), sometimes translated as the "Marines" in FUNimation's English dub,[g] are amaritime force under the command of theWorld Government. Currently the position of fleet admiral, who is the leader of the organization, is occupied byAkainu. The greatest forces are the three admirals, who are currentlyKizaru,Fujitora, andRyokugyu. The corrupted Captain Ax-Hand Morgan (father ofHelmeppo) was the first high-ranking officer of the Navy depicted in the series until he was stripped of his status when he was defeated by Luffy.
The Fleet Admiral is the highest rank in the Navy. The following are known fleet admirals:
Sakazuki (サカズキ), better known as AdmiralAkainu (赤犬, lit. "Red Dog"), is a ruthlessnaval officer with the ability of the Logia-type Mag-Mag Fruit (マグマグの実,Magu Magu no Mi), which allows him to control, create, or transform intomagma.[ch. 397,573,610] Akainu is a firm believer in "Absolute Justice," going as far as eliminating an entire population should an enemy be hidden there. This was first shown when The Navy eradicated Nico Robin's island of Ohara. Akainu destroyed a refugee evacuation ship simply due to the possibility of even one scholar sneaking on board; his logic was that if even one of the scholars of Ohara had escaped with it, the mission would've been a failure, much to the dismay ofAokiji, who called him a fool for overdoing things.[ch. 397] AfterSengoku retires, Akainu wins the position of fleet admiral in a duel against Aokiji.[ch. 650] His appearance is modeled afterBunta Sugawara.[ch. 558]
He is voiced at first by Michio Nakao in the earlier parts of the original Japanese version and later byFumihiko Tachiki in the later parts of the original Japanese version.[58][59] In the Funimation English adaptation, his voice is supplied by Andrew Love.[60]
"Sengoku the Buddha" (仏のセンゴク,Hotoke no Sengoku, Sengoku also being the name ofa period in Japanese history) is anaval officer and contemporary ofRoger who eventually rises to the rank of fleet admiral.[ch. 234,434] The ability of the Mystical Zoan-type Human-Human Fruit: Model Buddha (ヒトヒトの実 モデル:大仏,Hito Hito no Mi, Moderu: Daibutsu) allows Sengoku to transform into adaibutsu or a daibutsu-human hybrid.[ch. 585] Sengoku is capable of utilizing all three types of Haki. Following the Paramount War, he retires from the service and, against his recommendation to promoteAokiji, is succeeded byAkainu.[ch. 650] Although retired from active duty, Sengoku continues to serve in the navy as an inspector general. Two years after the war, he is shown to have mellowed rather considerably due to his lack of responsibilities. It is also revealed that he previously cared for the young Donquixote Rosinante after his brother Donquixote Doflamingo murdered their father, Donquixote Homing. He came to care for Rosinante like a son and was devastated by his death while he was working undercover as a member of the Donquixote Pirates. After Doflamingo's defeat by Luffy, Sengoku learns the truth about the circumstances of Rosinante's death from Trafalgar Law who Rosinante had given his life to protect. Although Law is a pirate, Sengoku allows him to escape because of his connection to Rosinante.
In the Japanese anime television series, he is initially voiced byTakkō Ishimori, later byTōru Ōkawa.[39] In the Funimation English adaptation, he is initially voiced byEd Blaylock and later byPhilip Weber.[33]
The Admirals are the second highest rank in the Navy. The following are admirals in the Navy:
Borsalino (ボルサリーノ,Borusarīno), better known as AdmiralKizaru (黄猿, lit. "Yellow Monkey"), is an easygoingnavy officer with the power of the Logia-type Glint-Glint Fruit (ピカピカの実,Pika Pika no Mi), which allows him to generate, control, or become light as well as fire destructive beams.[ch. 507,511] Despite his unusually calm and laidback demeanor often leading to absent-mindedness (asking pirates for Sentomaru's direction), he is a highly competent and unforgiving fighter.[ch. 507] He is depicted as being conflicted in his missions, befriending Vegapunk whom he had been ordered to arrest for 26 years; his killing of Vegapunk would traumatize him to the point he uncharacteristically lashed out at Sakazuki and caused him to sincerely apologize.[ch. 1124]
The character's appearance is modeled afterKunie Tanaka.[ch. 558] Originally voiced byUnshō Ishizuka until 2018, he was replaced after death byRyōtarō Okiayu.[61][62] In the Funimation English adaptation, his voice is supplied by Ray Hurd.[63]
Issho (イッショウ), better known as AdmiralFujitora (藤虎, lit. "Purple Tiger"), is one of theNavy admirals who joined during the timeskip. He has the ability to control gravity through the powers of the Press-Press Fruit, being able to make the environment heavier or lighter. Having blinded himself due to the trauma of numerous atrocities prior to his Navy career, he usesColor of Observation Haki to feel what is around him.[ch. 799]
He wanted to end theSeven Warlords of the Sea system, which is why inDressrosa he had a conflict againstDonquixote Doflamingo andTrafalgar Law, where he later had to team up with the latter and the Straw Hat Pirates to stop Doflamingo's corruption. Despite orders to arrest him, a fight with Luffy made him gain immense respect for the pirate, willfully permitting the Straw Hats' escape to Sengoku's chagrin.[ch. 799]
His character appearance is modeled afterShintaro Katsu. In the original Japanese version of the anime, he is voiced byIkuya Sawaki. In the Funimation English adaptation, his voice is supplied byCharles C. Campbell.
Aramaki (アラマキ), better known as AdmiralRyokugyū (緑牛, lit. "Green Bull"), is the second of the two admirals appointed to their rank during the two-year timeskip, next to Fujitora. He ate the Forest-Forest Fruit, a Devil Fruit power that allows him to generate, control, or becomeplant life like a forest, trees, and flowers, as well as manipulation of all plant life[ch. 1054], whether on a small or massive scale, with vegetation growing wherever he treads. Inter alia, Ryokugyu can summon roots to impale people and objects and then drain them of their moisture and nutrients,[ch. 1053] which has allowed him to go three years without eating anything the conventional way.[ch. 905] While easygoing much like former Admiral Aokiji, Ryokugyu appears to be a supporter of Akainu's brand ofAbsolute Justice, but he is more prone to destroying those who do not side with his brand of "justice", especially when it comes to theWorld Government authority, unlikeSakazuki[ch. 1054]. So, thus he is venturing toWano to try to bring down Luffy to get his superior's approval.[ch. 1053] Ryokugyu's appearance seems modeled after Japanese actorYoshio Harada.
Ryokugyu is voiced byJun'ichi Suwabe[h] in the Japanese version of the anime. In the Funimation English adaptation, his voice is supplied by Matthew David Rudd.
The Vice-Admirals are the third highest rank in the Navy. The following are vice-admirals in the Navy:
Monkey D. Garp (モンキー・D・ガープ,Monkī Dī Gāpu), nicknamed Garp the "Fist" (ゲンコツのガープ,Genkotsu no Gāpu) and "Hero of the Navy" (海軍の英雄,Kaigun no Eiyū), is a vice-admiral,Monkey D. Dragon's father andLuffy's grandfather.[ch. 432] He is famous for corneringGol D. Roger[ch. 431] and considered a hero of the Navy.[ch. 432] After Roger's execution, he took care of Roger's sonAce and raised him like his own grandson.[ch. 551] He has superhuman strength, enough to lift and throw cannonballs like baseball pitches.[ch. 438] Garp takes bothKoby andHelmeppo under his wing.
At the end of the war with Whitebeard, Garp retires from the front line and decides to train the next generation of navy personnel.
Garp is capable of utilizing all three types of Haki. and is capable of using the advanced application for both Haoshoku and Busoshoku Haki.[ch. 1080]
He is voiced byHiroshi Naka in the Japanese version of the anime.[51] In the English version of the series, he is voiced by Brian Mathis in the Funimation dub.[64] In the Netflix live-action series, Garp is portrayed byVincent Regan.
"White Chase"Smoker (白猟のスモーカー,Hakuryō no Sumōkā) is anaval officer and cigar enthusiast, keeping plenty of cigars strapped to the left side of his jacket while smoking two lit ones.[ch. 98] Smoker possesses power of the Logia-type Smoke-Smoke Fruit (モクモクの実,Moku Moku no Mi) allows him to manipulate, create, and transform intosmoke.[ch. 100] His weapon is ajutte tipped withsea-prism stone. Upon seeing Luffy smile before miraculously surviving his execution in Loguetown, Smoker came to believe that he is a potential threat, since his attitude during his near demise, mirrored that ofGold Roger when he was executed, Smoker became more confused whenDragon stopped him from killing Luffy. Befuddled by these events, Smoker followed Luffy to the Grand Line and became obsessed with capturing him, to a near stalker like level, which only intensifies upon discovering Luffy is Dragon's son during the Paramount War.
Two years after the Paramount War, he is promoted to the rank of vice-admiral.[ch. 169]
In the Japanese anime series, he is voiced originally byGinzō Matsuo, later byMahito Ōba.[14][65] In the 4Kids English adaptation, referred to as "Chaser the Smoke Hunter", he is voiced by Rusell Velazquez.[66] In the Funimation English adaptation, where he is called Smoker the "White Hunter", his voice is supplied by Greg Dulcie.[29]
Tsuru (つる,Tsuru) is an elderly vice-admiral and the grandmother of Kujaku. She possesses the powers of the Wash-Wash Fruit that allows her to wash anything as if they are clothes and hang them out to dry.
Tsuru is voiced byMinori Matsushima in episodes 151-755 of the original Japanese version. In the Funimation dub, she is voiced byJuli Erickson in episode 459, Pam Dougherty in "Adventures in Nebulandia", andWendy Powell in episode 705-present.
John Giant (ジョン・ジャイアント,Jon Jaianto) is a vice-admiral who is the first giant from Elbaph to enlist in the Navy. He is shown to be brave enough to go up against Whitebeard in the Summit War of Marineford.
In the original Japanese version, John Giant is voiced byMasaharu Satō in the earlier episodes,Eiji Takemoto in episode 294, andHisao Egawa from episode 473-present. In the 4Kids dub, he is voiced byMarc Thompson. In the Funimation dub, John Giant is voiced byJ. Paul Slavens in the earlier episodes and by Tyson Rinehart from episode 473-present.
Stainless (ステンレス,Sutenresu) is a vice-admiral who partook in the Summit War of Marineford.
Stainless is voiced byYuji Ueda in episode 151 of the original Japanese version and byEiji Takemoto in the later episodes of the original Japanese version. In the Funimation dub, he is voiced byChuck Huber.
Cancer (キャンサー,Kyansā) is a vice-admiral in sunglasses who is always seen with a cigar in his mouth.
Cancer is voiced by Ivan Jasso in the Funimation dub.
Dalmatian (ダルメシアン,Darumeshian) is a vice-admiral who partook in the Summit War of Marineford. He ate an unknown Zoan Devil Fruit that enables him to transform into adalmatian or a dalmatian-human hybrid. Though Dalmatian was always seen in his hybrid form.
Dalmatian is voiced by Kōji Haramaki in the original Japanese version and by Philip Webber in the Funimation dub.
Hound (ハウンド,Haundo) is a bespectacled vice-admiral who was among those that accompanied Kizaru and the Navy in attacking Egghead. He ate the Dog-Dog Fruit: Model Hound that enables him to transform into ahound or a hound-human hybrid.
Guillotine (ギロチン,Girochin) is a long-bearded vice-admiral who was among those that accompanied Kzaru and the Navy in attacking Egghead.
Red King (レッドキング,Reddokingu) is a large bald-headed vice-admiral with a long neck and six chins (giving him a resemblance to theUltraman Kaiju of the same name) who was among those that accompanied Kizaru and the Navy in attacking Egghead. He wielded a special gauntlet that enables him to pull off the Steam Knuckle attack.
Tosa (土茶,Tosa) is a big burly vice-admiral who was among those that accompanied Kizaru and the Navy in attacking Egghead.
Pomsky (ポンスキー,Ponsukī) is a burly vice-admiral that wields a seashell-shaped war hammer who was among those that accompanied Kizaru and the Navy in attacking Egghead. He ate an unknown Zoan Devil Fruit that enables him to transform into asea otter or a sea otter-human hybrid.
Bluegrass (ブルーグラス,Burūgurasu) is a short and elderly vice-admiral who was among those that accompanied Kizaru and the Navy in attacking Egghead. She ate the Ride-Ride Fruit that enables her to overtake and control anything she rides on.
Urban (ウルバン,Uruban) is a tall vice-admiral with a monstrous face who was among those that accompanied Kizaru and the Navy in attacking Egghead.
The Rear Admirals are the fourth highest rank in the Navy. The following characters are rear admirals in the Navy:
Hina (ヒナ) is an rear admiral in theNavy and a long-time friend ofSmoker's since they were rookies in the Navy. She was introduced as a Navy captain on her debut, being promoted to rear admiral after the timeskip. She is also the superior ofDjango andFullbody, who admire her with passion. Hina has the power of the Bind-Bind Fruit that allows her to form restraints on people by swiping her limbs through them, or form a cage when she extends her arms.
She is voiced byTomoko Naka in the Japanese version. In the 4Kids English version, she is voiced byKathleen Delaney. In the Funimation English adaptation, her voice is supplied by Jennifer Seman, and by Rachel Messer inOne Piece: Stampede.
The Captains are the fifth highest rank in the Navy. The following characters are captains in the Navy:
Tashigi (たしぎ) is anaval officer serving asSmoker's second-in-command.[ch. 137,179] While adept at sword fighting, she is unusually clumsy.[ch. 96] She is well-versed in the famouskatana, knowing their names and origins. Her stated goal is to remove allmeitō, named swords with prestigious histories, from the hands of those who would use them for their own ends.[ch. 97] By coincidence, she bears a striking resemblance to Kuina,Zoro's deceased childhood friend, something he is uncomfortable with.[43][ch. 100]
Her voice actress isJunko Noda.[65] In the 4Kids and Funimation English adaptations, she is voiced by Priscilla Everett andMonica Rial, respectively.[29]
Koby (コビー,Kobī) is the first friend Luffy makes on his journey, finding him forced to work as a chore boy onAlvida's ship. Inspired by Luffy, and with his help, Koby escapes and joins theNavy, where he andHelmeppo pique the interest of Vice AdmiralGarp, who takes them under his wing.[ch. 2–7,112] Eventually, Koby masters the Six Powers skill Shave and begins using Color of Observation Haki. After two years, he became a captain in the Navy.[ch. 432,594]
In the original Japanese series, his voice is supplied byMika Doi.[1] In the 4Kids English adaptation, he is voiced byKayzie Rogers.[2] In the Funimation English adaptation, his name is spelled Koby, and his voice is supplied byLeah Clark[3] andMicah Solusod as a teenager.
"Axe-Hand" Morgan (モーガン,Mōgan) is a corrupt Navy captain who has an axe for a right hand. He abused his power and held Zoro prisoner until Luffy freed him. Both of them managed to defeat Morgan. The Navy stripped him of his rank and arrested him for his abuse of power. After Morgan was sprung from prison by Helmeppo, he was left at sea by him and has since been adrift.
He is voiced by Banjō Ginga. In the English adaptions of the series, he is voiced byDavid Brimmer in the 4Kids dub and byBrett Weaver in the FUNimation dub.

Helmeppo (ヘルメッポ,Herumeppo) is the son of the corruptNavy captain Morgan. He is introduced as a coward, hiding behind his father's wealth and power. Losing his luxurious life after his father's arrest, he reluctantly joins the Navy where he andKoby become protégés ofGarp and he becomes a lieutenant commander.
He is voiced by Koichi Nagano in the Japanese version. In the English adaptions of the series, he is voiced bySean Schemmel in the 4Kids dub.[2] In the Funimation dub, he is voiced byTroy Baker in EPs 2-3 and EP280, before the role was recast toMike McFarland.[3]
Django (ジャンゴ,Jango) is ahypnotist with a habit ofmoonwalking. Introduced as first mate of theBlack Cat Pirates, he eventually befriends theNavy officerFullbody sometime after Kuro's defeat and joins him in the service as a seaman recruit under the command ofHina, whom they both admire. He would later become a lieutenant commander in the Navy. Django's weapons of choice arechakrams which he uses for throwing, slashing and hypnotizing his enemies.
In the Japanese version, he was originally played by Kazuki Yao, and played by Wataru Takagi in the short film Jango's Dance Carnival and in the 2024 reappearance. In the 4Kids English version, he is voiced byOliver Wyman. In the Funimation English adaptation, his name is spelled "Jango" and his voice is supplied by Kenny Green.[3]
Fullbody (フルボディ,Furubudi) was introduced as a smug Navy lieutenant on his visit to theBaratie, where he was ridiculed by Sanji. After helping the pirateDjango, he was demoted to a seaman recruit, with Django joining him as subordinates ofHina, whom they both admire.
He is voiced byHideo Ishikawa in the Japanese version. In the 4Kids English version, he is voiced byTom Wayland. In the Funimation English adaptation, his voice is supplied byJohn Burgmeier.
Donquixote Rosinante (ドンキホーテ・ロシナンテ,Donkihōte Roshinante) is a Navy commander the younger brother of Donquixote Doflamingo, a top officer of the Donquixote Pirates occupying the Hearts Seat under the code name "Corazon" (コラソン,Korason), and an undercover agent from theNavy with the rank of commander who reports directly to the then AdmiralSengoku. He ate the Calm-Calm Fruit (ナギナギの実,Nagi Nagi no Mi) which grants him the ability to create a wall cancelling all sounds. He also makes use of this ability to make his elder brother believe that he has lost the power of speech after an unknown accident. He is the second person to occupy the Hearts Seat, his predecessor being Vergo. Donquixote Rosinante is clumsy and is most often seen lighting his feather cloak up while trying to light a cigarette. He was killed years ago by Doflamingo.
In the Japanese anime television series, he is voiced byKoichi Yamadera. In the Funimation English adaptation, his voice is supplied byRay Chase.[67]
The Giant Squad (巨人部隊,Kyojin Butai) is a group of eight giants that work for the Marines. They were charged with the duties of guarding the execution platforms. Some of the Giant Squad members fought Little Oars Jr. during the infamous battle at Marineport.

The Seven Warlords of the Sea (七武海,Shichibukai), the full title being The Royal Seven Warlords of the Sea (王下七武海,Ōka Shichibukai), is a group of seven powerful pirates sanctioned by the World Government who hand over a fraction of their loot to the Government. The Government's idea is to use powerful pirates to fight all the lesser ones. Other pirates consider the Warlords to be "government dogs".[ch. 69] In exchange for their allegiance, the World Government pardons these pirates for their crimes and removes bounties from their heads.[ch. 342] The Seven Warlords are loosely based on the Europeanprivateers, government-endorsed pirates considered heroes in their homeland and pillagers in others.[ch. 260]
Initially, the group's members areDracule Mihawk,Sir Crocodile,Donquixote Doflamingo,Bartholomew Kuma,Gecko Moria,Boa Hancock, andJimbei.[ch. 69,113,234,455,516]
Following the exposure ofBaroque Works, Crocodile is replaced byBlackbeard, who soon leaves the group, along with Jimbei, who resigns to side withWhitebeard against the World Government, and Moria, who is discarded by the World Government and narrowly escapes an assassination attempt.[ch. 474,557,576,581,595]
The three open spots are eventually filled during the timeskip byTrafalgar Law,Buggy the Clown,[ch. 700] andEdward Weevil.[ch. 802] After Law and Doflamingo's actions in Dressrosa are exposed, they both are removed by the World Government.
Later during the Reverie, under the direction ofCobra andRiku Dold III, the member nations vote to abolish the Warlords and the remaining members are stripped of their positions and are being hunted down by the Navy with the intent to capture them with the exception of Kuma.[ch. 956]

Shells Town is the place where Zoro was captured byHelmeppo after trying to save Rika (リカ), a girl from the town, from "Axe-Hand" Morgan. She is voiced by Emi Uwagama in the original Japanese version and byLisa Ortiz and Kamdynn Gary in the 4Kids and Funimation dubs respectively.
Orange Town is a town run byBoodle (ブードル,Būdoru), the mayor, where he lives withChouchou (シュシュ,Shushu), the dog that was of an old friend of his.
Boodle is voiced byJōji Yanami in the original Japanese version and byMichael Sinterniklaas and Mark Stoddard in the 4Kids and Funimation dubs respectively. Chouchou's vocal effects are provided by Chieko Atarashi in the original Japanese version and byChristopher Bevins in the Funimation dub.
The Island of Rare Animals is whereGaimon (ガイモン), a man whose body is trapped in a chest, lives with several animals that arehybrids of two different species. These hybrids consist of Cocox (afox/rooster hybrid), Usagihebi (arabbit/snake hybrid), Lionbuta (apig/lion hybrid), Kirinkodanuki (agiraffe/raccoon dog hybrid), and other unnamed hybrids like agiraffe/dog hybrid, apoodle/duck hybrid, abear/tiger hybrid, azebra/ostrich hybrid, agiant panda/bat hybrid, ahippopotamus/gorilla hybrid, aplatypus/sheep hybrid, atiger/elephant hybrid, arhinoceros/kangaroo hybrid, a giantcattle/tortoise hybrid, and a giantcrab.

The Baratie is an ocean-going restaurant where Sanji worked. Coco Village is Nami's home in the Conomi Islands. There she was raised byBelle-Mère (ベルメール,Berumēru), a former member of the Navy, who adopted her and her sisterNojiko (ノジコ,Nojiko) after they lost their respective parents. Other inhabitants include the sheriffGenzo (ゲンゾウ,Genzō) who was also a father figure to Nami andNako (ナコー,Nakō), the village doctor.Johnny (ジョニー,Jonī) andYosaku (ヨサク,Yosaku), two former bounty hunters and old friends of Zoro, also live in the village, who after not succeeding in capturing pirates, became fishermen of the village after briefly traveling with the Straw Hat Pirates.
For years, theArlong Pirates also lived near the village, dominating it with their tyranny and having previously killed Belle-Mère (imprisoned her in the 4Kids dub) until they were defeated by Luffy's crew.

Little Garden (リトルガーデン,Ritoru Gāden) is an island wheredinosaurs (likeArchaeopteryx,Brontosaurus,Pterodactylus,Triceratops, andTyrannosaurus) and other prehistoric animals (likeAmmonites,Smilodons) still exist as well as a Giant Tiger. Two Sea King skulls make up the mountains of Little Garden.
The Kestia was atick that infected Nami with the Five-Day Disease.
Brogy and Dorry briefly lived there before returning to Elbaph. During their fights with each other here, they slew the Island Eater Goldfish so that the Straw Hat Pirates can leave Little Garden.
Drum Island (ドラム島,Doramu-tō) is anarctic climate-type Winter Island that Straw Hat Pirates stopped to find a doctor after Nami fell ill from the Five-Day Disease she contracted from a Kestia on Little Garden, and the birthplace of Tony Tony Chopper.Wapol used to be the ruler of Drum Island before he was overthrown.

The Alabasta Kingdom (アラバスタ王国,Arabasuta Oukoku) is adesert climate-type Summer Island in the Grand Line. The Straw Hats have been welcomed here because they helped to save the kingdom.
Nefeltari Cobra (ネフェルタリ・コブラ,Neferutari Kobura) is the twelfth king of Alabasta Kingdom.[ch. 155]
Following the time skip, Nefeltari Cobra is shown to be suffering from an illness. During the Levely, Cobra confronts the Five Elders with the knowledge of his ancestor Nefeltari D. Lili. Nefeltari Cobra is murdered by them and Imu after discovering the latter's existence, despite Sabo's efforts to save him. Sabo is then framed for Cobra's death.

Nefeltari Vivi (ネフェルタリ・ビビ,Neferutari Bibi), first introduced asBaroque Works agent Ms. Wednesday (ミス・ウェンズデー,Misu Wenzudē), is the princess of theAlabasta Kingdom. She is usually accompanied by her closest friend Karoo.[ch. 109f.] She and Karoo sailed for a time with the Straw Hat Pirates when they entered the Grand Line, with the goal of bringing her to Alabasta, being aided by them in her fight against Baroque Works. Due to her time accompanying the Straw Hat Pirates, she is considered just another member of the crew by the members who traveled with her.
Vivi was ranked as #82 in a survey conducted byNewtype for favorite anime heroine in 2002.[68]

Karoo (カルー,Karū) is a super spot-billed duck, a flightlessostrich-sizedduck with no webbed feet that is described to run fast. She is Nefertari Vivi's animal companion.[ch. 109f.]

Next in line after Igaram areChaka (チャカ), with the ability to transform into ajackal or a jackal-human hybrid thanks to the powers of the Dog-Dog Fruit: Model Jackal. They are dubbed the strongest warriors of Alabasta. The Tsumegeri Guards (ツメゲリ部隊,Tsumegeri Butai) are four men who are members of the Alabasta Royal Guard that consist of Hyota (ヒョウタ,Hyōta), Brahm (ブラーム,Burāmu), Arrow (アロー,Arō), and Barrel (バレル,Bareru). They were called the Kicking Claw Force in the 4Kids dub. When Sir Crocodile invaded the palace, the Tsumegeri Guards tried to demand that he release their king. When Sir Crocodile didn't, they drank the Hero Water in order to fight Sir Crocodile where they were defeated and died from the Hero Water's side effects. The 4Kids dub had this changed to the Tsumegeri Guards becoming permanently paralyzed. Hyota is voiced by Takahiro Suzuki in the original Japanese version. Brahm is voiced by Takurou Takasaki in the original Japanese version. Arrow is voiced by Katsuya Fujiwara in the original Japanese version.

Skypiea (スカイピア,Sukaipia) is a land located in the sky above the Paradise part of the Grand Line, consisting of Angel Island (エンジェル島,Enjeru Tō), one of several solid clouds, and Upper Yard, a lost part of the Grand Line island Jaya, believed by most to have sunk into the ocean. Skypiea is inhabitited by the original inhabitants of Angel Island, who were long dominated byEnel until the return of the previous ruler Gan Fall receiving the title of "God" from the island. With the exception of Gan Fall, most of the inhabitants of Skypiea are shown to have bird-like wings on their backs, even though none of them have been able to fly on their own.
Gan Fall (ガン・フォール,Gan Fōru) is the previous ruler of Skypeia before being overthrown by Enel. Gan Fall is always accompanied byPierre (ピエール,Piēru), a large bird with the power to transform into ahorse and always taking the form of ahorse with wings after eating the Horse-Horse Fruit. After Enel was defeated, Gan Fall accepted the people of Skypeia's request to rule them again.

The Shandorians are the original inhabitants of Jaya. They consist of:
God's Army (神の軍団,Kami no Gundan) is the personal army ofEneru, consisting of himself, the Gods Priests, and the fifty Enforcers.[ch. 246,254,257] In combat, the Priests and Enforcers rely heavily on various types ofdials. The Priests and Eneru are also skilled users of theColor of Observation Haki, which they refer to as Mantra.[i][ch. 257,597] With the exception of Eneru, most of its members are remnants of the Skypeian island of Birka. Upon Eneru being defeated, most of his followers were either banished through Cloud Drifting or returned to working under Gan Fall.
Eneru (エネル) (also called Enel in some media) is the "God" of Skypiea. Though "God" is traditionally the title only for the island's ruler, he takes it literally, forcing the population to worship and serve him.[ch. 254f.,274] The Logia-type Rumble-Rumble Fruit (ゴロゴロの実,Goro Goro no Mi) grants him the ability to manipulate, generate, and transform into electricity which can't harm Luffy.[ch. 266] He can also use Observation Haki, called Mantra (マントラ,Mantora) on Skypiea.[ch. 257,597] Used in conjunction, these abilities extend his hearing over the entire country and allow him to immediately punish those who speak up against him.[ch. 278] Eneru's overly long earlobes reach down to his chest, similar to some depictions ofBuddha, and like the god of thunder and storms,Raijin, he wears a ring of drums, showing atomoe on the drumhead, on his back.[ch. 254] After his defeat at the hands of Luffy, Eneru pilots his ship the Ark Maxim into outer space and lands on the Moon.

"City of Water, Water Seven") is a city with water-ways and canals that are used for transportation almost like roads, often surrounded by sidewalks on the canals. The city's mayor isIceberg (アイスバーグ,Aisubāgu), who is also the president of the Galley-La Company, the company with the best carpenters in the world, includingPaulie (パウリーPaurī), who is also the company's vice president,Peeply Lulu (ピープリー・ルル,Pīpurī Ruru), andTileston (タイルストン,Tairusuton). Iceburg is voiced by Izō Oikawa as an adult in the original Japanese version,Daisuke Kishio as a young man in the original Japanese version, Philip Weber as an adult in the Funimation dub, andAustin Tindle as a young man in the Funimation dub. Sabaody Archipelago (シャボンディ諸島,Shabondi Shotō) is the final destination in Paradise, close to the Red Line. There lives the former first mate of the Roger Pirates,Silvers Rayleigh, along with his wifeShakuyaku (シャクヤク,Shakuyaku), most commonly known by her nickname "Shakky", a former pirate who works as a bartender. Shakuyaku is voiced byHiromi Tsuru in the original Japanese version,Masumi Asano in Episode 870 of the original Japanese version, and byElizabeth Maxwell in the Funimation dub.
On the island is the Auction House, whereDisco (ディスコ,Disuko), a subordinate of theDonquixote Pirates, ran it by auctioning slaves, until his business was ruined after the incident caused by Luffy. Because of this, on the island there are usually kidnappers for the slave trade, among them theMacro Pirates (マクロ一味,Makuro Ichimi), formed byMacro (マクロ,Makuro),Gyaro (ギャロ,Gyaro) andTansui (タンスイ), former members of theSun Pirates. Disco is voiced byYasunori Masutani in the original Japanese version and byMichael Sinterniklaas in the Funimation dub. Other kidnapping gang were theFlying Fish Riders (トビウオライダーズ,Tobiuo Raidāzu), later renamed as theRosy Life Riders (人生バラ色ライダーズ,Jinsei Bara-iro Raidāzu), whose leaderDuval (デュバル,Dyubaru), looked exactly like the photo on Sanji's first bounty poster until the latter ended up attacking his face, making him a handsome man, after which he decided to swear allegiance to the Straw Hat Pirates. Being the final destination of the first half of the Grand Line, rookie pirates who arrive on the place with a bounty greater than 100,000,000 are known as "Super Rookies". This includes members of the "Eleven Supernovas" of theWorst Generation, theCaribou Brothers,Cavendish, andBartolomeo.
Lying on the ocean floor halfway through the Red Line part of the Grand Line, Fish-Man Island is inhabited primarily byFish-men (魚人,gyojin) andMerfolk (人魚,ningyo).[ch. 69] The average fish-man has ten times the strength of a human, can breathe underwater, and swim fast.[ch. 70f.,495]
On the island is the Ryugu Kingdom (リュウグウ王国,Ryūgū Ōkoku), a country ruled by thecoelacanth-type mermanNeptune (ネプチューン,Nepuchūn), and formerly also by his late wife, thegoldfish-type mermaidOtohime (オトヒメ,Otohime). Punk Hazard (パンクハザード島,Panku Hazādo-tō) is an island which is half hot and half cold, becauseAkainu andAokiji fought there for the post of fleet admiral. On the island livesCaesar Clown and his henchmen who have aspects of mythological creatures likecentaurs andsatyrs, becauseTrafalgar Law gave them animal parts to replace their wrecked legs.Dr. Vegapunk once had a laboratory here. It was also whereKaido and King were held prisoner and used as guinea pigs for the experiments there.
The island is also inhabited by children, kidnapped by Caesar, who are used for hisgigantification experiments to make giants.
Caesar Clown (シーザー・クラウン,Shīzā Kuraun) is a psychopathic former navy scientist capable of transforming into gas due to the Logia-type Gas-Gas Fruit (ガスガスの実,Gasu Gasu no Mi). He is a former colleague of Dr. Vegapunk and a leading expert on chemical weapons of mass destruction. He works forDonquixote Doflamingo creating artificial Devil Fruits called SMILEs, and using kidnapped children inPunk Hazard for his experiments. He is also a direct subordinate of theDonquixote Pirates. After his defeat at the hands of Monkey D. Luffy, he is taken to Dressrosa by theStraw Hat Pirates andTrafalgar Law as a prisoner to make a hostage swap with Doflamingo.
In the anime series, he is voiced byRyūsei Nakao in the Japanese version of the anime and byJerry Jewell in the Funimation dub.
Smiley (スマイリー,Sumairī) is Smiley's pet 492 ft. poisonous gas who "ate" the Sala-Sala Fruit: Model Axolotl that enables it to become anaxolotl and anaxolotl-poisonous gas hybrid. He was killed when he consumed one of the candies that Caesar Clown fed him that was tainted enough to cause him to revert to his original gaseous form with a nearby fruit becoming the new Sala-Sala Fruit: Model Axolotl.

The Yeti Cool Brothers (イエティ・クール・ブラザーズ,Ieti Kūru Burazāzu) consist of Rock (ロック,Rokku) and Scotch (スコッチ,Sukotchi), two 139 ft. assassin brothers from the world's criminal underworld who are from a mysterious race of white-furred giants. Due to their heads always being in the shadows, it is currently unknown if they are just giants or giant yetis. The Yeti Cool Brothers work for Caesar Clown as his guards. Rock was defeated by Franky and Scotch was bisected by Trafalgar D. Water Law. It is unknown what happened to them afterwards.

Caesar Clown has made use of some captured children to serve as his guinea pigs in his experiments. Most of them were made into artificial giants through Caesar Clown's experiments with gigantification and kept in the Biscuit Room. Following Caesar Clown's defeat at the hands of the Straw Hat Pirates, Smoker and Tashigi took the kids into their custody and arranged for them to be treated by Dr. Vegapunk at Marine Headquarters G-14 Branch which is somewhere near Egghead.
Dragon Number Thirteen (ドラゴン十三號,Doragon Jūsan-gō) is an artificial dragon that was created by Dr. Vegapunk and guards one of his laboratories even after he and those that worked for the World Government left Punk Hazard. He was slain by Roronoa Zola.
Dressrosa (ドレスローザ,Doresurōza) is a kingdom within the New World that is ruled by the Riku Family (リク一族,Riku Ichizoku).[ch. 722]
Riku Dold III (リク・ドルド3世,Riku Dorudo Sansei) was the king of Dressrosa untilDonquixote Doflamingo stages a mutiny and dethrones him. Until Doflamingo was defeated by Luffy, helping the Riku Family to rule again.

Mansherry (マンシェリー,Mansherī) is Gancho's daughter and the tribe's princess who has the power of the Heal-Heal Fruit that gives her the ability to instantly heal any living being's injury with her tears. Zou (ゾウ,Zō) is an island that is the home of theMink Tribe (ミンク族,Minku Zoku), a tribe of various anthropomorphic animals. The red-colored Poneglyph belongs to the Mink Tribe, which proves to be useful in finding Raftel. The Mink Tribe's city is known as the Mokomo Dukedom. The Mokomo Dukedom is led byDogstorm and Cat Viper.

Zunesha (象主,Zunesha) is a 35-kilometer (115,000 ft) Naitamie-Norida (Japanese for "Elephant resemblingDali's painting" spelled backwards) Elephant who carries Zou as part of a punishment for an as-yet-unrevealed crime that it committed. He can only attack if someone on Zou asks him to as seen when it decimated the Animal Kingdom Pirates fleet led by Jack.

Dogstorm (イヌアラシ,Inuarashi) is a canine-type mink, who leads the Mink Tribe from dawn to dusk, andCat Viper (ネコマムシ,Nekomamushi) is a feline-type mink, who leads the Mink Tribe from dusk to dawn.
As children they came to Wano Country, where they became retrainers ofKozuki Oden, whom years later they accompanied on his journey at sea as crew members of theWhitebeard Pirates, and later as members of theRoger Pirates. When Oden died, they both blamed each other for failing to protect him, later returning to Zou, where at some point they became rulers, and harboring a grudge for years by avoiding seeing each other.
Due to an invasion of Zou by theAnimal Kingdom Pirates led by Jack, Dogstorm lost half a leg, while Cat Viper lost half an arm. When the Straw Hat Pirates and the Heart Pirates arrived in Zou, they formed an alliance with them and the Kozuki Clan to travel to Wano and end Kaido's tyranny.
Carrot (キャロット,Kyarotto) is a rabbit-type mink member of Dogstorm's Musketeers and a ruler's aide.[ch. 809] Eager to travel around the world and see the seas, she infiltrates the Thousand Sunny as the Straw Hat Pirates set out on their journey toTotto Land to rescueSanji,[ch. 823] and remains on with the crew during their trip toWano Country.[ch. 903,976] Carrot is an extremely skilled fighter, possessing extraordinary agility and speed and, as a rabbit, is capable of jumping very high.[ch. 804] In combat, she uses clawed gauntlets that Pedro, who was her trainer, gave her when she was younger.[ch. 888] Like the other members of the Mink tribe, under the full moon Carrot transformed into a ferocious berserker with incredible speed, strength, the power to fly and lightning powers. After the events in the Wano Country, Dogstorm and Cat Viper propose to her to become the future ruler of the Minks.[ch. 1056]

It is here that different races of the world reside here and co-exist ranging from humans, fish-men, merfolk, minks, snakeneck tribes, longarm tribes, longleg tribes, dwarves, three-eyed tribes, and hybrids of different races. Because of an early incident caused by Big Mom on Elbaph, no giants live here even when Big Mom does attempts to reconcile with them.
Choco Police (チョコポリス,Chokoporisu) is a police officer that operates in Cacao Island's Chocolat Town.

Pound (パウンド,Paundo) is a 24 ft. human who is the 25th ex-husband of Big Mom and the father of Charlotte Chiffon and Charlotte Lola. After he was discarded by Big Mom, Pound worked to reunite with his daughters which led to his encounter with the Straw Hat Pirates. Though he got burned rescuing Charlotte Chiffon's group from Charlotte Oven, he was later found adrift by the Tontatta Pirates and was taken to Dressrosa to be healed. Pound later proved to Charlotte Chiffon and Charlotte Lola that he was their father when he saved their ship from an attack by a Marine ship while also showing the picture he took of them before Big Mom discarded him. The Fire Tank Pirates pulled him on and he later attended the wedding of Charlotte Lola and Gotti.

The Wano Country (ワノ国,Wano Kuni) is a nation in the New World unaffiliated with theWorld Government. It has its own warriors, the samurai, who are swordsmen so strong that not even the Navy goes near them. It was first mentioned byHogback asRyuma was from there.Yakuza families have also formed the day when Kaido helped the Kurozumi Family overthrow the Kozuki Family.
InPunk Hazard, the Straw Hat Pirates met two residents of Wano,Kin'emon and his "son"Momonosuke, who temporarily accompanied them on their journey. Later, they discover that Momonosuke is actually the son ofKozuki Oden, and part of the royal family of Wano, and Kin'emon is actually his father's retainer.
Kozuki Oden (光月おでん,Kōzuki Oden), in addition to having been thedaimyo of Kuri and son of the country's formershogunKozuki Sukiyaki, was also a legendary, immensely powerful, and skilled Swordsman and Samurai who developed his own variation of Nitoryu. Oden was specialized in the style of two swords, just like the legendary SamuraiMiyamoto Musashi, and his legendary dual wielding swordsmanship allowed him to give the Mythical Zoan enhanced nigh-indestructible Kaido, a massive and deep permanent scar.
Additionally, he was the leader of a group of legendary and powerful samurai known as the Nine Red Scabbards, with all of them serving as his retainers and most trusted allies. As daimyo of Kuri, Oden had a large amount of power and influence over the region before his death. Oden became a famous pirate for several years by joining theWhitebeard Pirates, and later on the Roger Pirates. Oden was regarded as being a tremendously powerful pirate with a great level of influence in both crews.
In life, Oden is one of the strongest characters in the One Piece world. He was capable of utilizing all three types of Haki, including the advanced application for both Haoshoku and Busoshoku Haki, has the ability to hear the "Voice of All Things" (Like Roger), and wields two legendary swords: Ame no Habakiri, the sword said to be able to cut "heaven" itself, and Enma, the sword said to be able to cut to the "bottom of hell". With those in hand, he is able to clash with the likes of Whitebeard and Kaido. Due to his fearsome strength and affiliation with the Whitebeard Pirates and the Roger Pirates, Oden received a bounty (the amount of which is unknown). When he was defeated by Kaido, Kurozumi Orochi took over Wano Country with Kaido's help and they sentenced Oden to be boiled alive. After he spared his retainers from his fate, Oden was shot in the head by Kaido and died smiling.

The Kozuki Family (光月家,Kōzuki-ke) was originally the ruling family of Wano Country until the Kurozumi Family overthrew them with help from Kaido. Following the defeats of Kurozumi Orochi, Kaido, and Big Mon, the Kozuki Family regained their rule over Wano Country.

The Kurozumi Family (黒炭家,Kurozumi-ke) are one of the six ruling families of Wano Country. After falling out of power following a failed coup, they allied with Kaido who helped procure their shogunate.
Wano Country was under the control of Kurozumi Orochi (黒炭オロチ,Kurozumi Orochi), the head of the Kurozumi family, who has the ability to become aYamata no Orochi or a Yamata no Orochi-human hybrid thanks to the powers of the Snake-Snake Fruit: Model Yamata no Orochi. Orochi was a tyrant who did not care about the country or its citizens, as he turned the country into a wasteland and oppressed the citizens for twenty years to the point where he fed some starving villagers some dud SMILE Fruits. He was later betrayed by Kaido to further his goals. He survived Kaido's attack and was later killed by Denjiro, a member of the Nine Red Scabbards. After the defeat of Kaido and Big Mom, the tyranny in Wano finally ended and Momonosuke became the rightful Shogun of Wano.

Kurozumi Higurashi (黒炭ひぐらし,Kurozumi Higurashi) is a member of the Kurozumi Family. She ate the Clone-Clone Fruit that enables her to assume the form of anyone. Kurozumi Higurashi was later killed by Kaido when she interfered in his duel with Kozuki Oden, with her Devil Fruit being eaten some time after her death byBentham.

Kurozumi Tama (黒炭玉,Kurozumi Tama) is a girl from Wano Country's Kuri region, member of the Kurozumi family, and an aspiring kunoichi who knew Portgas D. Ace and allies with the Straw Hat Pirates against the forces of Kaido and Big Mom. Having eaten the Millet-Millet Fruit, Tama can produce dango from her cheeks which have the power to control animals and anyone who has eaten the SMILE fruits for about a month. This ability came in handy when it came to fighting the Animal Kingdom Pirates. Following the death of Kurozumi Orochi and the defeat of Kaido and Big Mom, Tama is the only survivor of the Kurozumi family. She later tells Monkey D. Luffy that she will join up with the Straw Hat Pirates when she has become a better kunoichi.

The Kyoshiro Family (狂死郎一家,Kyōshirō Ikka) is a yakuza group that is led by Denjirou under his Kyoshiro alias. Besides Denjirou, the other members of the Kyoshiro Family are:
Kaido's mistreated daughter Yamato (ヤマト), allies with Luffy against Kaido. Yamato was inspired by Oden's death and proclaimed she would adopt his will of freeing Wano from Kaido's tyranny. Yamato is imprisoned by Kaido for this rebellion as Oden was one of his greatest enemies, and is able to read Oden's logbook with the help of three Wano samurai (reinforcing her admiration for Oden) and befriends Ace. Yamato idolizes Oden and aims to follow Oden's dream of leaving the country, to the point of acting like she was literally Oden, like saying Momonosuke (Oden's son) is her son. Yamato is later revealed to have the powers of the Dog-Dog Fruit: Model Okuchi no Makami which enables her to become an Okuchi no Makami (a fictionalJapanese wolf deity) or an Okuchi no Makami-human hybrid which can produce cold and ice attacks. Yamato is capable of utilizing all three of types Haki, and is capable of using the advanced application for both and Haoshoku and Busoshoku Haki. During her alliance with Luffy and the strawhat pirates, she is able to help take down her corrupt father Kaido and free the land of Wano from his tyrannical rule. While she wants to sail the sea with Luffy, she decides to stay in Wano to guard it, for some time at least, to prevent attacks from foreign forces like the World Government.

Egghead (エッグヘッド,Egguheddo) is a Winter Island where Dr. Vegapunk resides and works. He developed the island into a futuristic island and has a tropical setting due to Dr. Vegapunk's Island A.C. unit. Egghead's factory level is called the Fabriophase, and contains a futuristic city and the Labophase laboratory. Egghead was later ravaged by a Buster Call during the Marines' invasion.
Dr.Vegapunk (ベガパンク,Begapanku) is a scientist who is immersed in his work. While originally the director of MADS (which also consisted of Buckingham Stussy, Caesar Clown, Queen, and Vinsmoke Judge) before the group was arrested, Vegapunk was brought into the Marines as its head scientist. Some of his achievements when working for the Marines have included but are not limited to using seastones on the hulls of ships to keep the Sea Kings away, researching the Lineage Factor, creating artificial lifeforms, doing gigantification research, figuring out how to make an inanimate object "eat" a Devil Fruit, replicating Devil Fruit powers, doing cyborg modifications to people, working on warping technology, creating the DOM shoes like the one he wears which has different features, and a Transponder Snail that can broadcast anything across the world.
At some point in the past, he had an encounter with Professor Claíomh D. Clover and learned about the people who had D in their name. Four years later, Vegapunk was saddened when Clover was killed in the desctruction of Ohana.
Dr. Vegapunk did not show up in person until the Egghead Arc when the Straw Hat Pirates found him on the winter island of Egghead. He was a target of Bonney because of the cyborg experiments that the World Government had him conduct on her fatherBartholomew Kuma as she wants him to reverse what was done to him. It was Dr. Vegapunk who revealed the true name of Luffy's Devil Fruit known as the Human-Human Fruit: Model Nika since the books he has on every known Devil Fruit doesn't list the Gum-Gum Fruit.
Vegapunk originally had an enlarged head the size of a giant as a side effect of eating the Brain-Brain Fruit which enabled him to absorb and store a lot of information that he has learned. He would later split his brain and place them into his Punk Records. Vegapunk later created some satellites who assist in his research like the Seraphim Project.
When the Navy raided Egghead and started to do a Buster Call, Vegapunk was badly wounded bySt. Jaygarcia Saturn andKizaru. It was noted that Vegapunk's brain in the Punk Records would still live on if Vegapunk died. As a side effect of Dr. Vegapunk flat-lining, a special Transponder Snail went off and broadcast Dr. Vegapunk's information to the rest of the world regarding Joy Boy, the land masses originally being bigger, and to prepare themselves for when the world gets worse.
It was revealed during the Elbaph Arc that the Vegapunk that visited Elbaph was a perfectly-created clone as Lilith plans to bring it back to life with the necessary equipment.
Dr. Vegapunk is voiced byYoshito Yasuhara in episode 610 in the original Japanese version andYōhei Tadano in later episodes of the original Japanese version. In the Crunchyroll dub, he is voiced byKent Williams.

Joshu (ジョシュ,Joshu) is Dr. Vegapunk's pet cat who walks on its hind legs and works as his laboratory assistant.

Sentomaru (戦桃丸,Sentōmaru) is a large man with a sumo wrestler-like build who is in command of the Marine's Science Unit and the bodyguard of Dr. Vegapunk ever since he was saved by him in his youth. In addition, he is shown to have control over the Pacifista units. Following the Time Skip, Sentomaru became a full-fledged Marine officer.
During the "Egghead Arc", Sentomaru helped out the Straw Hat Pirates in their mission to rescue Dr. Vegapunk from York out of loyalty to Vegapunk. He was briefly captured by the Marines. After the Straw Hat Pirates escape from Egghead, Sentomaru escapes from Marines custody and leaves Egghead on a rowboat with supplies while shedding tears.
Sentomaru is voiced byKazue Ikura in the original Japanese version and byGreg Ayres in the Funimation dub.
Stussy (ステューシー,Sutyūshī) is an elegant woman who is a clone ofBuckingham Stussy developed by MADS who is employed as a spy by Dr. Vegapunk.[ch. 1072] She remained loyal to Vegapunk and has been working as a deep undercover agent of the World Government for 27 years, infiltratingCP0 and becoming one of its masked agents.[ch. 871] Stussy also posed and operated as an emperor of the Underworld under the nickname of the "Queen of the Pleasure District" (歓楽街の女王,Kanraku-gai no Joō).[ch. 860] It was also revealed that Stussy ate an unidentified Bat-Bat Fruit model that enables her to turn into a bat or a bat-human hybrid with blood-sucking abilities.[ch. 1072]

The Seraphim (セラフィム,Serafimu) are Pacifistas that Dr. Vegapunk had developed for the Navy. Each of them is a cyborg clone of a known member of the Seven Warlords of the Sea who resemble their child appearances, are spliced with King's Lunarian Lineage Factor that grants them Lunarian abilities, and have the Green Blood which enables them to copy the powers of a Devil Fruit. When CP0 infiltrated Egghead, they took control of the Seraphim to target their creator and his satellites. Though York later took over them after capturing Vegapunk and the CP0 agents.
Emet (エメト,Emeto) the Iron Giant (鉄の巨人,Tetsu no Kyojin) is a legendary gigantic robot that was created 900 years ago before running out of power and being rendered inert on Egghead. During Luffy's fight with the Marines and the Five Elders, Emet reactivates upon hearing Luffy's Drums of Liberation and helps battle the Marines.

Elbaph (エルバフ,Erubafu) is a mountainous island that is inhabited by giants and has a colossal tree called Treasure Tree Adam that dwarfs all of Elbaph. It was featured in a flashback during the "Whole Cake Island" Arc before finally being visited in a self-titled arc. The lower regions are snow-coated mountains and has been classified as the "Underworld". The upper regions are on the tree and has been classified as the "Sun World" where it contains Island Clouds. The highest level is classified as the "Astral World". Travel to either of the levels requires the use of an artificial rainbow done by a tool called a Painter (also called a Sunstone). There is a narration by known explorer Louis Arnote mentioning about his visit to Elbaph and advises anyone who goes there not to linger in Elbaph under any circumstances.
Besides theGiant Warrior Pirates, theNew Giant Warrior Pirates, andJohn Giant, the following reside in Elbaph.
Harald (ハラルド,Hararudo) is the former King of Elbaph and the father of Loki and Hajrudin. He was larger than the other giants due to having the blood of the ancient giants in him. Harald fathered Hajrudin with a giant that wasn't native to Elbaph and fathered Loki with a giant that was native to Elbaph.
At one point, Harald commissioned Jaguar D. Saul to build the Walrus School for Elbaph's children.
As he had predicted, Harald was later killed by Loki who wanted the Devil Fruit that is passed down to his bloodline. With Loki ending up imprisoned and Hajrudin not being considered an official prince, Elbaph was left without a ruler.
Loki (ロキ,Roki) is a very large giant who is the son of King Harald, the Prince of Elbaph, and the half-brother of Hajrudin.
At one point in his life, Loki was to have an arranged marriage with Charlotte Lola. When Charlotte Lola had fled, Big Mom tried to use Charlotte Chiffon as a substitute which only made things worse between Big Mom and the giants.
Luffy finds him chained up in Elbaph's Underworld with chains made from Seastones after he had killed his father King Harald, stolen a legendary Devil Fruit, and was taken down by Shanks and the full force of Elbaph's military, earning him the title of "Accursed Prince". After Luffy introduces himself at his suggestion, Loki introduces himself and claims that he is the "Sun God" that will end the world. Loki would later be visited byFigarland Shamrock andGunko of the Holy Knights who offer him freedom in exchange for joining up with them. No matter what they did, Loki still declined. Loki managed to get the information on how Shamrock is related to Shanks. Despite Shamrock revealing his sword's Devil Fruit ability, Loki states that he and Shanks have earned his ire. Despite being blinded, Loki trembled at the presence of Cerberus as Shamrock and Gunko plan to obtain Elbaph's children to use as leverage against the giants while having another Holy Knight show up to help them. Thanks to the obtainment of the keys to Loki's seastone chains, Zoro unlocked some of the chains despite the New Giant Warrior Pirates and Sanji trying to stop it from happening. Hadrujin claims that Loki wasn't even honest while growing up as Loki regain consciousness and grabs his war hammer Ragnir as Hadrujin begs him drop Ragnir. While still partially shackled, Loki is still not without power and threatens them to undo the final shackle by having Ragnir summon thunderbolts from the sky which sets the Treasure Tree Adam on fire. While the fire is being fought, Loki states to Hadrujin that he can't lift Ragnir and demands that the last chain be unlocked before he can kill all the weaklings in the Sun World. Luffy was able to knock Loki down and begs for Hadrujin not to let Loki die despite what he had done while Road starts to suspect on the identity of who previously attacked Loki. After Gerd tended to Loki's injuries and Luffy weary that Loki will be killed if he was brought to the Sun World while noting that the horns on Loki's head are real due to the royalty lineage, Loki asks Hadrujin on if he really believed that he killed King Harald as everyone has claimed. Loki later mentions how he idolized Rocks D. Xebec despite being rejected membership into the Rocks Pirates similar to how Luffy idolized Shanks.
Jarul (ヤルル,Yaruru) is a 67 ft. giant and former co-captain of the Giant Warrior Pirates who is the oldest of the giants and has a colossal beard resembling a mountain.
At the time when the Straw Hat Pirates attended a party held by the giants over their defeat of Big Mom and Kaido, Jarul showed up with a sword in his helmet. He would mention that traveling humans don't often visit the Sun World part of Elbaph as they think that the Underworld is all of Elbaph is. He even learns how Luffy's Devil Fruit has a connection with Nika as Jarul mentions that Harald and Loki tried to be like him. Jarul's injury was the result of him trying to stop Loki after he killed his father King Harald.

Jaguar D. Saul (ハグワール・D・サウロ,Haguwāru Dī Sauro) is a giant and former Vice Admiral who arrived on Ohara after he deserted the Marines. When the Buster Call was unleashed on Ohara, Jaguar risked his life to keep Nico Robin safe only to be frozen by Kuzan.
He later escapes upon surviving the attack thanks to Ohara's fires, meets Dr. Vegapunk, and helps him gain access to Elbaph's library in Elbaph's Sun World where he is now their history professor. As the other half of the Straw Pirates start to arrive, Saul suddenly collapses. He would later reunite with Nico Robin after taking awhile to figure out what to say to her after all these years. The Straw Hat Pirates shed a tear over this heartwarming reunion.
Jaguar D. Saul is voiced byTakeshi Kusao in the original Japanese version. In Funimation dub, he was voiced by Cole Brown in the earlier episodes and by Mark Stoddart in Movie 8 and the later episode starting at 1042.
Colon (コロン,Koron) is a young half-giant with pink hair who is the son of the giantRipley and the humanScopper Gaban. At the time when the Red Hair Pirates were on Elbaph, Colon tried to get Shanks to let him join up with him only to be turned down. He would later witness the Giant Warrior Pirates returning to Elbaph.
Colon is voiced by Arisa Sekine in the original Japanese version.
Mato (マト,Mato) is a female giant who is a bartender.
Ange (アンジェ,Anje) is a female giant who works as a librarian of the Owl Library and is the assistant teacher of Jaguar D. Saul.
Ripley (リプリー,Ripurī) is a warrior and biology teacher at the Walrus School who is Colon's mother andScopper Gaban's husband.
Biblo (ビブロ,Biburo) is an old giant owl who is the chief librarian of the Owl Library. He ate the Grow-Grow Fruit that enables it to make inanimate objects grow large like anything written in human text which comes in handy for the giants.
Kiba (キバ,Kiba) is a giant who is the principal of the Walrus School and a former member of the Giant Warrior Pirates with walrus-like tusks in his mouth.
Wolf (ウォルフ,Worufu) is a giant who is the gym teacher of the Walrus School. After the Holy Knights did something to cause the children of Elbaph to fall asleep and start sleepwalking, Wolf advised Jaguar D. Saul not to touch any of the sleepwalking children.
Road of the New Giant Warrior Pirates established a terrarium called the Land of Gods in Bigstein Castle somewhere in Elbaph's Underworld which he ran as the Sun King and filled it with humans and giant animals.

Edward Weevil (エドワード・ウィーブル,Edowādo Wīburu), also called "Whitebeard Jr." (白ひげ,Jr. Shirohige Junia), is the self-proclaimed son ofWhitebeard, and was one of theSeven Warlords of the Sea. He is not very intelligent, and thus constantly manipulated by his mother Buckingham Stussy. Influenced by his mother, Weevil believe that he is the rightful heir of Whitebeard's fortune, not the members of his father'screw, and to claim Whitebeard's treasure that Buckin promised him, he fought and destroyed fifteen pirate crews that served under Whitebeard.

The Revolutionary Army (革命軍,Kakumeigun) is a globally operating military force of rebels, openly aiming to overthrow theWorld Government. To that end, they incite revolutions in countries around the world. The organization is led by the world's most wanted man,Monkey D. Dragon, who is known to the public only as Dragon.[ch. 432] Also unknown to the public are his family ties; he is the son ofGarp and father ofLuffy.[ch. 432] Next in command after Dragon isSabo, Luffy's sworn brother.
Before the events in Dressrosa, they were based on Baltigo, but after theBlackbeard Pirates attacked the island because of the presence of one of theirTen Titanic Captains, they moved to Kamabakka Kingdom.
Monkey D. Dragon (モンキー・D・ドラゴン,Monkī Dī Doragon), commonly known simply as "Dragon the Revolutionary", is the father of the Straw Hat Captain Monkey D. Luffy and the son of the naval hero Monkey D. Garp. He was previously in the Marines like his father but deserted it after seeing corruption and formed the Freedom Fighters to overthrow corrupt monarchs before becoming the infamous supreme commander and founder of the Revolutionary Army who has been attempting to overthrow the World Government. Not much is known about his activities, background, history, or power. He is the World Government's greatest enemy, and is the most dangerous and most wanted man in the world. Dragon's family ties were revealed to the world, following the end of the Battle of Marineford.[ch. 558][ch. 794]
In the Japanese version,Hidekatsu Shibata is in charge, and in his youth,Kazuhiko Inoue is in charge.In the 4Kids English adaptation, he was voiced byDan Green, and in the Funimation English version of the series, he is voiced byBryan Massey.
Sabo (サボ) is thechief of staff of theRevolutionary Army and sworn brother toLuffy andAce.[ch. 585,744] Introduced as a noble from the Goa Kingdom years before the series' present, Sabo leaves his home and family to live in the Gray Terminal. After he and Ace befriend Luffy, the three of them exchange cups ofsake and become "brothers" (similar to the initiation ritual inyakuza organizations). Sabo's ship is destroyed by a Celestial Dragon. Though he is thought to have been killed in the attack, Sabo survived and was rescued by Monkey D. Dragon, though he suffers from amnesia. Under Dragon, he joins the Revolutionary Army and ascends the ranks. After hearing of Ace's death, Sabo's grief causes his memory to return. Although remaining loyal to the Revolutionary Army, Sabo becomes determined to obtain Ace's Devil Fruit, the Flame-Flame Fruit, to inherit Ace's will. He later finds it as the prize of a tournament on Dressrosa, where he reunites with Luffy and takes his place by using Luffy's alias "Lucy".[ch. 744] After winning the tournament, Sabo eats the Flame-Flame Fruit and battles Admiral Fujitora and Jesus Burgess in an effort to protect Luffy.
He is voiced byTōru Furuya as an adult and as a child byJunko Takeuchi, however following Tōru's extramarital affair, he was voiced byMiyu Irino from episode 1116 onwards.[74] In the Funimation English adaptation, his adult voice is supplied byVic Mignogna in the dub ofOne Piece Film: Gold andEpisode of Sabo and byJohnny Yong Bosch in all other appearances, while his child voice is supplied byMorgan Garrett.

The "Tyrant" (暴君,Bōkun) Bartholomew Kuma (バーソロミュー・くま,Bāsoromyū Kuma,kuma (熊) meaningbear), is one of theSeven Warlords of the Sea; the only one with a reputation for complete obedience to theWorld Government, when in fact he is an officer of theRevolutionary Army.[ch. 234,473f.,603] The power of the Paramecia-type Paw-Paw Fruit (ニキュニキュの実,Nikyu Nikyu no Mi) allows his palms to repel anything, from physical objects such as people or air to abstracts such as pain and fatigue.[ch. 484f.] He can use this ability to safely transport himself or others over long distances.[ch. 514] Kuma is the model for thePacifista (パシフィスタ,Pashifisuta), a class of experimental cyborgs created by Dr. Vegapunk for the Government. Their bodies are made of a substance harder than steel, and they can shoot powerful blasts from their mouths that can melt metal.[ch. 485] The other Pacifista look just like Kuma, sharing his towering, bear-like stature, but lack the Paw-Paw Fruit's ability. Instead, they are able to shoot laser beams from their palms.[ch. 508f.] At some point during his gradual conversion into the human weapon"PX-0", Kuma's personality is erased, leaving him a programmable fighting machine under the Government's control until becoming a slave-to-rent for the World Nobles as punishment for aiding Luffy.[ch. 559f.]

Some of the characters inOne Piece were based on real-life pirates, explorers, and historical figures. Below is a list of notable examples, arranged chronologically based on the time periods in which these individuals lived:
Allen Divers of Anime News Network comments that the male character designs ofOne Piece are "often quite varied and unique", while the female ones become "a bit repetitive". He also notes that, as the characters are "defined by what they seek", there is little room "for actual development".[76] Todd Douglass Jr. ofDVD Talk simply states that the series' characters have a lot of "charm".[77] His colleague Carl Kimlinger describes the visual style ofOne Piece as "unconventional" with "grotesquely exaggerated expressions, simple eyes, big mouths and bigger teeth", "supremely ugly supporting characters and skinny, gangly-limbed main cast" and comments that "it's all amazingly distinctive, utterly appropriate, and surprisingly cool—in a goofy kind of way". He also notes that "Funimation's English dub is light-years better than the 4Kids debacle", "unusually accurate, professional, and largely enjoyable, which is far, far more than can be said of the previous dub". He laments that Funimation's version of "Crocodile loses his sepulchral charisma" and that "the original's fine dance on the edge of mawkish sentimentality is disrupted often enough by less-than-stellar acting". He also states that "Colleen Clinkenbeard's Luffy is more a generic spunky kid than a personality in his own right, really coming to life only during the action scenes during which she does a fine job of being darned cool."[78]
Dustin Somner ofBlu-ray.com comments that the Japanese and Funimation voice-acting is "fairly good, but not exceptional" and sometimes "overly zany".[79] Todd Douglass Jr. of DVD Talk notes "the daunting cast of characters, both good and bad" as "one of the appealing factors" of the anime, but also comments that "Some of the voices [of the 4Kids dub] were pretty irritating ... with a lot of high-pitches and over exaggerated speech."[80] Brigitte Schönhense of Splashcomics comments that the "brilliant" (German:genial) flashbacks into the characters' pasts make them so "likeable and lovable" (German: "sympathisch und liebenswert") and that they are the manga's real strength.[81][82] Mania Entertainment writer Jarred Pine comments that Oda's characters are "whacky" and that his "bizarre" character designs create "wonderful characterizations and personalities". He notes the "well illustrated" facial expressions and says that "it's the whacky characterizations and designs that makesOne Piece its own".[83] His colleague Bryce Coulter comments that "One Piece's bizarre character designs will keep your attention as they can be very random and often memorable.
