Joanna Carolyn Penn, Baroness Penn (born 1985), known asJoJo Penn,[1] is a Britishpolitical advisor. She was abaroness-in-waiting (agovernment whip) from March 2020 to September 2022.[2] From November 2023 to March 2024, she wasParliamentary Under-Secretary of State for Housing and Communities in theDepartment for Levelling Up, Housing and Communities.
Penn studied history and politics at theUniversity of Oxford, graduating with aBachelor of Arts (BA) degree in 2006.[3] She later studied atHarvard University, completing aMaster of Public Policy (MPP) degree in 2015.[3][4]
She served asDeputy Chief of Staff to Prime MinisterTheresa May from 2016 to 2019.[5][6] In September 2019, it was announced that she would be made aConservative Partylife peer in the2019 Prime Minister's Resignation Honours.[7] She was createdBaroness Penn,ofTeddington in theLondon Borough of Richmond, on 10 October 2019.[8]
Penn became the youngest member of theHouse of Lords when she joined the House on 21 October 2019:[9] she was succeeded asbaby of the house byLord Harlech following theelection on 14 July 2021. She made hermaiden speech on 30 January 2020 during a debate on Defence, Diplomacy and Development Policy.[10] From 29 October 2019 to 21 April 2020, she was a member of the Lord's Science and Technology Committee.[11] She served as abaroness-in-waiting, a juniorgovernment whip, from 19 March 2020 to 20 September 2022.[12] Between 30 October 2022 and 13 November 2023, she was aparliamentary secretary, the most junior level ofminister, inHM Treasury.[11]
