Jan Maria Florent Wouters (born 14 July 1964) is a Belgian academic. He isJean Monnet Chair, and Professor of International Law and International Organizations atKU Leuven, where he is also Director of itsCentre for Global Governance Studies and Institute for International Law.
Wouters earned a Bachelor of Philosophy degree in 1984, and Lic. Juris in 1987, both at theUniversity of Antwerp. In 1990 he obtained a Master of Laws atYale Law School, and was visiting researcher atHarvard Law School (1990-1991). In 1996, he obtained a PhD in law atKU Leuven, with a doctoral thesis focused on the freedom of establishment of business enterprises within theEuropean Union.[1]
Wouters teaches public international law, international organizations, the law of the World Trade Organization and humanitarian and security law atKU Leuven.[2] He is a visiting professor at theCollege of Europe (Bruges),SciencesPo (Paris) andLUISS University (Rome), where he teaches on the law of EU external relations. He also teaches in the Master of Laws in International Economic Law (IELPO) at theUniversity of Barcelona and in the European Master's in Human Rights and Democratisation (EMA,EIUC, Venice). He was Référendaire at theEuropean Court of Justice (1991-1994). In addition, he practises law atLinklaters, Brussels.
