Jacqueline Phillips is an American lawyer and politician. She is aDemocratic member of theColorado House of Representatives, representing District 31 since 2025. Phillips previously served on theThornton City Council and has focused her career on issues such asaffordable housing, education, andhealthcare access.

Phillips earned an associate degree fromAims Community College, followed by a doctorate from theUniversity of Northern Colorado.[1] She earned a J.D. from theUniversity of Denver'sSturm College of Law.[1]

Career

Phillips is a lawyer who has worked onhousing affordability,healthcare access, andeconomic policy issues.[1] She previously served as a member of theThornton City Council.[2] In 2024, Phillips defeated incumbent representativeJulia Marvin in theDemocratic primary for Colorado House District 31 with 55% of the vote.[2] District 31 includes western Adams County and a portion of Thornton.[2]

During her campaign, Phillips prioritized affordable housing, particularly for seniors, and proposed pathways tohomeownership.[1][2] She also focused oneducation policies, including promotingapprenticeships andvocational training, andenvironmental issues likewater contamination andcarbon reduction strategies.[1]

Phillips ran againstRepublican Heidi Pitchforth in the2024 Colorado House of Representatives election.[1] By January 2025, she was serving as the representative for District 31 in theColorado House of Representatives.[3] She was assigned to the Education Committee and the Transportation, Housing & Local Government Committee during the 2025 legislative session.[3]

Phillips has sponsored bills such as HB25-1075, addressing the regulation ofspeech–language pathology assistants, and HB25-1028, concerning modifications to the address confidentiality program.[3]
