TheGlobal Leaders' Meeting on Women (Chinese:全球妇女峰会) is an international high-level conference to be held inBeijing,China, from 13 to 14 October 2025.[1] The meeting, co-hosted by China andUN Women, brings together heads of state, government leaders, parliamentary leaders, deputy prime ministers, ministerial officials, leaders of international organizations, and representatives from various continents.[2][3][4]

Background

This year marks the 30th anniversary of theFourth World Conference on Women, held in Beijing in 1995, which adopted theBeijing Declaration and Platform for Action. The upcoming Global Leaders' Meeting aims to reaffirm the spirit of that historic conference and accelerate the implementation of its outcomes.[5]

Previous developments

The1995 Fourth World Conference on Women in Beijing was a milestone in the global advancement of women's rights.[6] In 2015,President of ChinaXi Jinping delivered a keynote address at the previous Global Leaders' Meeting on Gender Equality and Women's Empowerment, articulating China's vision for gender equality and women's development.[7][8]

In 2020, during the United Nations high-level meeting commemorating the 25th anniversary of the Beijing Conference, Xi proposed holding another global women's summit in 2025.[9] At a press conference held during thethird session of the 14th National People's Congress,Chinese Foreign MinisterWang Yi announced the plan for this event for the first time.[9][10]

The meeting is expected to serve as a new milestone in the history of global women's development.[11] It aims to generate renewed momentum for promoting gender equality, empowering women in all fields, and advancing the global women's agenda for the future.[12]

On the afternoon of October 11, 2025, PresidentSylvanie Burton of Dominica and Prime MinisterMaria Benvinda Levy ofMozambique arrived atBeijing Capital International Airport. That night, PresidentJohn Mahama of the Republic of Ghana arrived in Beijing.[13] On October 12, 2025,Prime Minister of Sri LankaHarini Amarasuriya[14] andPresident of IcelandHalla Tómasdóttir arrived in Beijing.[15][16]

On the morning of October 13, 2025, the opening ceremony of the Global Leaders' Meeting on Women was held in Beijing. PresidentXi Jinping attended the opening ceremony and delivered a keynote speech.[17] Xi Jinping emphasized that women are important creators, promoters, and inheritors of human civilization, and that advancing the cause of women is a shared responsibility of the international community.[18] In the next five years, China will donate another 10 million U.S. dollars toUN Women;[19] provide 100 million U.S. dollars from the Global Development and South-South Cooperation Fund to work with international organizations on cooperation projects promoting the development of women and girls; support 1,000 “small yet beautiful” livelihood projects; invite 50,000 women to China for exchange and training programs; and establish a Global Center for Women’s Capacity Building to jointly cultivate more outstanding female talents.[20][21]

On the morning of October 14, 2025, the “Digital Empowerment for Women and Girls” Achievement Exhibition, a side event of the Global Women’s Summit, opened in Beijing.[22]Peng Liyuan, wife of President Xi Jinping andUNESCO Special Envoy for the Advancement of Girls’ and Women’s Education, attended the event and delivered remarks together withSima Bahous, UN Under-Secretary-General and Executive Director of UN Women.[23]

Outcomes

The unveiling ceremony of theGlobal Center for Women’s Capacity Building (Chinese:全球妇女能力建设中心) was held on October 14 atChina Women's University (the National Training Institute for Cadres of theAll-China Women’s Federation).[24]Huang Xiaowei, Deputy Director of theState Council Working Committee on Women and Children [zh], Vice President and First Member of the Secretariat of the All-China Women’s Federation;Chen Xiaodong, Administrator of theChina International Development Cooperation Agency; andSima Sami Bahous, United Nations Under-Secretary-General and Executive Director ofUN Women, jointly unveiled the center and delivered speeches.[25]
