EMPGI was incorporated in May 2008 as joint venture between heavily indebtedEMPG, theholding company that controls Houghton Mifflin Harcourt.[1] andIstithmar World, aprivate equity vehicle ofDubai World, which is owned by the government ofDubai.[2]
