Dubai Civil Aviation Authority (DCAA) was established as an autonomous body by Law No. (21) of 2007 and its functions and powers were reorganized by Law No. (11) of 2020 Concerning Dubai Civil Aviation Authority, and it is the entity responsible for regulating civil aviation affairs in the Emirate of Dubai. It aims to achieve leadership and ensure sustainability in the fields of security, safety, and environmental protection within the civil aviation sector. Additionally, it aims to create a favourable environment supporting aviation-related investment and ensures the civil aviation sector sustainable development.

The Dubai Civil Aviation Authority achieves its objectives by establishing technical and regulatory frameworks for the civil aviation sector in the emirate and ensuring compliance through oversight and inspection operations. As the sector's regulatory and supervisory body, Dubai Civil Aviation Authority oversees all security and safety procedures at the emirate's airports. It is also responsible for issuing permits for commercial activities related to civil aviation, aircraft landing permits, and no-objection certificates for operations and activities that may impact the security and safety of Dubai's airspace.

History

The DCAA was once the operator ofDubai International Airport,Dubai Cargo Village and Dubai Duty Free Zone. Management of Dubai's airports and cargo gateways have been transferred toDubai Airports Company, a separate entity from the Department of Civil Aviation. With this restructuring, the scope of the Department of Civil Aviation's activities have been narrowed to aviation regulations and permissions.[1]Ahmed bin Saeed Al Maktoum is the president of the Department of Civil Aviation.[2]
