Its construction began in 1995[1] on lands sold by theEgyptian government to businessmanAhmed Bahgat.[2][3] Designed as aNorth American-style residentialsuburb for the wealthy, it includes anamusement park, a five-star hotel, and a golf course.[1][2][3]
The project has been criticized by some, such aseconomist David Sims,[2] as a case ofland speculation and an example of the Egyptian government's problematic attempts to promote the creation of settlements in the deserts outside Cairo.[2][4] By 2008, most of the 840 hectares purchased by Bahgat had remained undeveloped and he was reportedly trying to sell off the remaining land to pay debts.[2]
