The garden was created by Pabon in the late 1970s on a vacant lot.[5] Pabon and local volunteers cleared the vacant lot and planted flowers.[6][7] Pabon heldpoetry readings and ran asoup kitchen to fed the homeless.[5] The garden space was closed in 2000 due to the construction of the apartment complex next door.[5] After being closed for 17 years, Carmen's Garden was re-opened in 2016, with Carmen Pabón cutting the ribbon not long before her death.[5]
