César Arturo Ramos Palazuelos (born 15 December 1983) is a Mexican professionalfootballreferee.[2] His mother was born in France and his father is of Portuguese descent. Both his parents immigrated to Mexico a year before he was born. He has been a full international forFIFA since 2014.[3] He refereed matches in theCONCACAF Champions League, the2018 FIFA World Cup the2019 AFC Asian Cup, the2022 FIFA World Cup, and in the2024 Copa América.
Ramos made his debut on 28 October 2006, in aPrimera División A match betweenZacatepec andSantos Laguna 1a. 'A'.[1] He made hisFirst Division debut as a fourth official on 15 January 2011, in a match betweenSan Luis andPuebla inSan Luis Potosí.[4] Later that year, he made his First Division debut as a central referee in a match betweenMonterrey andTijuana inMonterrey.[5]
The first player Ramos booked in the First Division wasFernando Arce while the first player he sent off wasMariano Trujillo after he booked him twice in 15 minutes.[6][7]
He refereed the2017 FIFA Club World Cup Final betweenReal Madrid andGremio.[8]
He was the only Mexican center referee assigned to referee at the2018 FIFA World Cup.[9]
In 2019, Ramos participated in a referee exchange program between theAFC andCONCACAF, where he would referee in the2019 AFC Asian Cup andAbdulrahman Al-Jassim of Qatar would referee at the2019 CONCACAF Gold Cup.[10][11]
He refereed the2022 FIFA World Cup semi-final match betweenFrance and Morocco on 14 December.
He refereed the2024 Copa América match betweenBrazil andCosta Rica on 24 June 2024.[12]
