The 0-6 age group numbered 166 (86 male and 80 female), or 16.2% of the total population. 474 residents were members of Scheduled Castes, or 46.3% of the total.[2]: 142–3

As of 2011, Bilsara did not have any schools or healthcare facilities. Drinking water was provided by hand pump and tube well/borehole; there were no public toilets. The village had a post office but no public library; there was at least some access to electricity for all purposes. Streets were made ofpakka materials.[1]: 193–8
