William McGinley is the formerWhite House Cabinet secretary in thefirst administration ofU.S. presidentDonald Trump. He is an American lawyer and a former partner at the law firmJones Day where he represented federaloffice holders, candidates, and national organizations oncampaign finance, ethics, and other political law matters. On December 4, 2024, Trump announced that McGinley would serve as counsel to theDepartment of Government Efficiency (DOGE) in hissecond administration.[1]

Biography

McGinley received hisBachelor of Arts degree in history from theUniversity of California at Los Angeles and hisMaster of Arts degree in history fromCalifornia State University at Long Beach. He received hisJuris Doctor degree fromGeorge Washington University Law School in 1997.[2]

Following law school, McGinley served asDeputy General Counsel to theRepublican National Committee (RNC) and was counsel to the Standing Committee on Rules of the RNC.[3] He also served as general counsel to theNational Republican Senatorial Committee.[4]

McGinley worked for the law firmPatton Boggs where he became a partner and co-chair of theElection Law Practice Group.[2] Afterwards, he became a partner atJones Day.[4]

McGinley was counsel to the Convention Rules Committee of the2012 Republican National Convention. During the convention he pushed the credentials committee to replace 10Maine delegates forRon Paul with 10 who supportedMitt Romney.[5][6]

McGinley was hired by theDonald Trump presidential campaign in April 2016. He was expected to act as a campaign advisor during the delegate selection battles and on potential challenges to the credentials of2016 Republican National Convention delegates.[5]

After the election, McGinley was appointed White House Cabinet secretary and began work on January 20, 2017.[4] He resigned in July 2019,[7] and he subsequently joined the Vogel Group.[8]

In March 2024, McGinley joined an RNC election integrity team headed byChristina Bobb, serving as outside counsel.[9]

On November 12, 2024, McGinley was selected to serve as White House counsel to President Trump.[10] On December 4, Trump announced that McGinley would instead serve as counsel to the Department of Government Efficiency (DOGE).[11]

On January 23, 2025, McGinley will depart from the Department of Government Efficiency and go back to private practice.
