Proposition 31 was aCalifornia ballot proposition regarding the regulation and prohibition offlavored tobacco that appeared on the2022 general election ballot.

A "yes" vote supported limiting the retail sale of flavored tobacco while a "no" vote opposed such limits.[1]

Proposal

The proposition was areferendum on a 2020 California law, Senate Bill 793, that sought to ban the sale of most flavored tobacco products in stores andvending machines.[2] Violations of the ban would result in fines of $250.[3] Exemptions includedhookah and loose-leaf tobacco.[3]

Responses

Supporters of the proposition included theCalifornia Teachers Association, theCalifornia Democratic Party, theKaiser Foundation Health Plan, theAmerican Cancer Society Cancer Action Network,Michael Bloomberg, andGavin Newsom.[3][4] Opponents of the proposition included theCalifornia Republican Party and tobacco companies includingR. J. Reynolds Tobacco Company andPhilip Morris USA.[3][4]
