Barack Obama, the 44thpresident of the United States, addressed ajoint session of the United States Congress on Tuesday, February 24, 2009, at 9:00 p.m.EST. It was his first public address before a joint session. Like aState of the Union Address, it was delivered before the111th United States Congress in the Chamber of theUnited States House of Representatives in theUnited States Capitol.[1] Presiding over this joint session was theHouse speaker,Nancy Pelosi, accompanied byJoe Biden, thevice president in his capacity as thepresident of the Senate.
During his speech, President Obama discussed the recently passed $787 billionAmerican Recovery and Reinvestment Act of 2009 as well as theTroubled Assets Relief Program, the state of the economy, and the future of the country.[2]
Attorney GeneralEric Holder was thedesignated survivor and did not attend the address in order to maintain acontinuity of government. He was sequestered at a secret secure location for the duration of the event.[3]
Louisiana GovernorBobby Jindal delivered theRepublican response to the address, calling Obama's stimulus plan irresponsible.[4] Jindal's response received criticism from both Democrats and some Republicans.[5]
