With football activity practically paralyzed among the Lima teams because thePeru national football team was playing in the1966 FIFA World Cup qualification, four provincial teams agreed under the auspices of Orlando Balarezo, president of Atlético Grau, to organize a football tournament in Lima between the provincial champions.
